The Work You Will Do:

This is a first level intermediate Environmental Specialist II position in the Division of Air Resource Management’s Compliance Assurance Section (CAS) that reports directly to the Environmental Administrator. The primary responsibility of this position is as the statewide Asbestos Coordinator with oversight of the Asbestos Program. Other responsibilities include assisting with oversight of statewide compliance and enforcement programs, managing the division’s electronic products and data, and conducting outreach and training.

The Division of Air Resource Management is charged with regulation of Florida’s air resource, including air quality monitoring, permitting and ensuring compliance of emission sources. Through a variety of services for our customers – the public and industry – the division regulates the state of Florida’s air resource fairly, consistently, and efficiently, while implementing state, federal, and U.S. Environmental Protection Agency requirements and enabling the economic development of the state. The Division provides these services through its Director’s Office, Office of Business Planning, Office of Air Monitoring, Permit Review Section, and Compliance Assurance Section.

Pay:

Salary Range Annually $45,400 - $50,400 (Commensurate based on experience)

Your Specific Responsibilities:

Develops expertise on asbestos regulations and EPA policies related to asbestos program management. Receives and maintains appropriate asbestos training certifications. Provides guidance to districts and local programs on asbestos rule interpretations, policies, program procedures, and compliance issues.  Also provides guidance and training to asbestos consultants and/or contractors as needed.  Assists with maintaining the asbestos database and user documentation and providing database training to districts and local programs.  Provides user support for the Department’s electronic asbestos notification system and assists with implementing system enhancements.

Assists in the implementation and oversight of compliance and enforcement policy across the state.  Provides assistance on compliance issues to district and local program staff, permit applicants, facility owners and operators, consultants, and the public. Assists with developing and maintaining standard operating procedures, guidance documents, and training materials related to compliance and enforcement policies and procedures.

Acts as a compliance assistance resource and assists with functions related to the Small Business Environmental Assistance Program. Helps target industries, processes, and facilities across the state that could benefit from compliance assistance. Helps develop compliance assistance materials and coordinate outreach activities.

Assists with managing the division’s data systems and electronic tools and providing user support. Helps identify and implement system enhancements to improve usability and data quality. Assists with conducting necessary training to division, districts, local programs, and public users.

Performs other duties as required.

Required Knowledge, Skills, and Abilities:

Knowledge of general environmental principles

Knowledge of federal and state air regulations

Knowledge of compliance and enforcement procedures; computer systems and programs

Skilled in analyzing/interpreting engineering data

Skilled in problem solving

Skilled in preparing reports

Skilled in using a personal computer including Microsoft Office word processing, spreadsheet development, graphics presentation software, and the Internet

Skilled in interpreting and applying rules, policies and procedures

Skilled in using electronic databases

Ability to communicate effectively orally and in writing

Ability to independently plan, organize, coordinate and complete work assignments in a timely manner

Ability to establish and maintain effective working relationships

Ability to provide excellent customer service to the public, applicants, consultants and coworkers as well as staff in other divisions, districts and local air programs

Other Job-Related Requirements for this position: 

Bachelor’s degree in meteorology, atmospheric science, other sciences, or engineering and one year of verifiable related experience, or any combination of post-secondary education or verifiable related experience, as described above, for a total of five years

Valid Driver’s License

Travel on state business

This position is designated as a Position of Special Trust in accordance with DEP-422 (Positions of Special Trust or Responsibility).
