Job Description

The incumbent in this position serves as the Personnel Administrator for the Division of Blind Services. As such, they are responsible for preparing personnel actions, serving as the timekeeper by maintaining attendance and leave records; confidentiality of these materials will be maintained at all times. Position incumbent performs independent management and consultative work providing identification and resolution of complex operational and management problems within the Division of Blind Services. Work involves the review and formulation of proposed solutions, planning, analysis, auditing, monitoring, technical assistance, and training functions.

 

Examples of Work

Consults with managers and supervisors on personnel related activities and issues. Provides direction, guidance and technical assistance to division staff in the management and operation of personnel related programs and responsibilities. Develops performance standards, recruitment and selection practices to fill vacant positions, and supervises the preparation of special personnel actions.

Identifies statewide operational problems and provides resolution to personnel related issues.  Serves on teams evaluating and developing policies and procedures on statewide administrative issues. Implements procedures for placing personnel and other administrative policies into effect.

 

Audits and monitors the Division’s personnel actions in order to limit questionable actions. Identifies issues for management that may cause adverse impact with recommendations for solutions. Maintains manuals and office files for personnel rules and related documents.

 

Develops policies regarding personnel related activities based on review of administrative policies and procedures. Provides recommendations to management on identified areas of concern.

 

Provides in-service personnel training programs to supervisors and administrative support staff on a frequent basis.

 

Investigates, assess, and analyzes issues or problems providing direction guidance and consultation to management and administrative staff in the development of procedures required in implementing policies, achieving goals and objectives, or solving operational problems.

 

Trains the OMC II to be to provide consistent efficient and effective assistance to the division and department staff in the absence of the SMA II.
