REQUIREMENTS

 

This is a highly skilled, independently acting position serving as the contract manager for Disease Control including Ryan White (RW) Part C, HIV prevention, and other contracts/agreements in Duval County and Area 4. The incumbent negotiates the contracts. submits invoices for payment. and acts as a liaison between FDOH and community providers. The incumbent also oversees other agreements. such as Memoranda of Agreement. on behalf of the DOI-I-Duval Disease Control Division.

 

Must have at least two years of experience working with community-based organizations.  Must have at least 2 years of experience managing, negotiating, writing, and monitoring contracts.  Must have experience managing multiple priorities, including timely reporting of contracts.  Must have supervisory and conflict management experience.  Must have experience with managing grants.

 

A bachelor's degree from an accredited college or university preferred.

DUTIES AND RESPONSIBILITIES

The incumbent also oversees other agreements, such as Memoranda of Agreement, on behalf of the DOH-Duval Disease Control Division.

 

Public Health Competency Domain 1: Analytical/Assessment skills

 

  • Conducts programmatic monitoring of contracts as needed (at least once per contract year per contract)
  • Provides detailed analysis of ongoing programmatic and fiscal operations for contracted programs, identifies problems or issues with programmatic and fiscal operations and supplies guidance for corrective action to contractors to resolve issues in a timely manner

 

Public Health Competency Domain 2: Policy development/Program planning skills

 

  • Secures contract deliverable information for the purposes of protecting confidentiality, data integrity and ensuring appropriate security of all contract information both confidential and public record
  • Prepares reports and maintains official division contract files according to all applicable standards, guidelines and regulations
  • Drafts Memoranda of Agreement with community partners

  • Effectively negotiates with current and potential providers and community partners
  • Writes, reviews, and routes for approval all contracts to assure proper language, compliance with budget requirements, appropriate deliverables, fulfilment of legal requirements and other specifications are met

  • Attends and acts as a consultant at community meetings and sub-committee meetings concerning Disease Control contractual matters
  • Prepares competitive procurement documents that address the needs of the community and align with the department's strategic objectives

  • Monitors utilization/spending related to Disease Control contracts/budgets; reports spending variances to Disease Control Director and other program leaders as directed
