Starting January 1, 2013, tobacco products (use of cigarettes, cigars, pipes, e-cigarettes and smokeless tobacco products) will not be allowed to be consumed on DOH - Seminole property including buildings (interior and exterior), parking lots, and all vehicles parked in the lots. The incumbent of this position will need to comply with the Tobacco Free policy on any facility, campus, or building that is owned or leased by, or on behalf of, DOH-Seminole including: buildings (interior and exterior), walkways, parking lots, public and private vehicles parked in the lots, and any public sidewalks that fall within the DOH-Seminole facility boundaries. Any person who violates the Tobacco Free policy may be subject to disciplinary action.

Florida Department of Health in Seminole County is looking for a self-motivated, hardworking individual to fill our Accounting II position in our Business office located in Sanford, FL.

 

POSITION DESCRIPTION

 

Audits and processes invoices (PO invoices thru MFMP- Invoice Reconciliation and P-card charges as assigned in accordance with the FS 215.422 Prompt Payment Statute (Note: Persistent failure to comply with this section by any agency of the state or judicial branch shall constitute good cause for discharge of employee duly found responsible, or predominantly responsible, for failure to comply) 2AMP1 Procedure Manual) DOHP 56-29-10 Dept. Health Policy and other written policies and procedures. All invoices should be date stamped in immediately and processed within 5 days of receipt in the Business Office. Prepare and maintain file folders of vendor’s payment schedules and required documentation.

 

Payables- Pre-audit, analyze and process invoices with backup documentation which is then sent up to central office for payment

for all assigned departments/programs. Process Duplicate warrants, warrant cancellations, refunds, Journal transfers, corrections. Ensures receipts for orders are complete and accurate prior to submission and that the invoice amount matches purchase order. Review invoices for outcome of payment and/or denial with correspondence to vendor. Process all invoices using applicable rules, regulations, policies and procedures.

 

Purchasing- Create Purchase Orders for all assigned departments/programs. This will include using E-Quotes and My Florida

Market Place (MFMP).

 

Run reports in RDS, FLAIR, FIRS and FlS as needed or requested by Managers. Analyze and interpret reconciliation of State Accounts to FLAIR monthly through automated Reconciliation system in FlS.

 

P-Card- Maintains a working knowledge of rules, policies and procedures related to purchasing cards and the State Comptroller.

Clears charges at level 1 and 2 maintain Purchasing Card reconciliation and sends backup to central office.

 

GO Travel Champion- Train, give staff access and act as a liaison with Central Office Finance and Accounting.

 

Performs other related duties as may be required such as special projects, activities, data collection and research. Will serve as backup to other staff and serve as backup to Administration and Check log processing in staff absence. Attend staff meetings, conferences and training as required and/or requested.

 

Knowledge, skills and abilities, including utilization of equipment, required for the position: Knowledge of:  MS Office products; basic arithmetic, file organization, and bookkeeping principles and practices. Skill in: effective communication and maintaining effective working relationships with others.  Ability to: work independently, under pressure and to work with internal & external customers; organize, collect and compile reports; post, balance, and reconcile fiscal records.  MFMP, FLAIR, FIS, RDS

Working Hours: Daily from 8:00am to 5:00pm
