POSITION DESCRIPTION:

Serves as a Florida Department of Transportation (FDOT) Computer Automated Design and Drafting (CADD) Applications Engineer, providing engineering consultation and CADD technical and operational support to users statewide. This includes knowledge of, and support for CADD and engineering software products utilized to produce transportation facility plans and to execute the plans to build the facility. This includes conferring with peer engineering staff to ensure that CADD applications reflect the functionality and operational requirements for design work performed by FDOT. Helps plan, design and assists with the acquisition of technical training for core CADD software. This activity requires professional engineering judgment in order to complete these duties.

 

Advises and assists CADD Office management in determining functional requirements for CADD applications development, including organizing and review of requests for product evaluation, improvement, change, or replacement. Participates in the development and review of design and functional specifications and documents written for CADD software to ensure they meet the Department's procedures, guidelines, standards, and strategic objectives and are applied appropriately in software design and execution.

 

Serves as Assistant Quality Assurance Engineer for the CADD Office and plans, executes and reports the CADD Quality Assurance I Quality Control plan and Quality Assurance Reviews for FDOT according to the policy and procedures of the Quality Assurance Office and Engineering CADD Systems Office (ECSO).

 

Assists in writing development specifications for procured CADD applications. Helps manage professional services for development and enhancement of FDOT CADD software including contract administration. Assists in the approval process for technical work done by vendors and monitors progress in accordance with the technical requirements and specifications. Also conducts feasibility evaluations for commercial software being considered for FDOT CADD systems.

 

Coordinates the development of Standard Operating Procedures, technical and other documentation regarding the use of CADD applications by FDOT Design personnel. Assists in the planning, design, acquisition, coordination and delivery activities associated with providing technical training for core Engineering I CADD software. Performs technical writing necessary to keep the CADD Manual and other technical documentation up to date and synchronized with the software which this position supports.

 

Assists with conferences, develops and delivers training, assists with reviewing FDOT developed training media, and management of the on-line training resources.

 

Assists with the contract administration and license management for the CADD products for contracts held by the CADD Office. Works with CADD Office development, support and Technical Advisory Committees to identify priorities as related to changes and/or enhancement to the software products covered by the CADD Office held contracts. These activities include software license distribution and management and filling license requests from users and helping them load the software and become operational. Also assists management with contract negotiation, renewal, and maintenance for the applications this position supports.

 

Assists with the design, development, and support of specialized engineering software to supplement the core CADD software suite. Provides technical support, training, user documentation and assistance with the introduction of these specialized applications into production. Assists users with software installation and becoming operational.

 

Maintains a current knowledge of FDOT Design Standards, Design Manuals and associated CADD technology being utilized by the engineering community, including attending meetings, conferences and other organizations as required, and makes presentations as appropriate. Acquires knowledge of trends and other developments in the engineering I CADD Industry, particularly for Highway and Bridge Construction. Uses literature, the Internet, vendor material, and other sources to research and gain knowledge of CADD technology utilization and applies and disseminates that knowledge to CADD Office staff and others.

 

Assists with all CADD Office staff and Technical Advisor Committees (TAC) s for software certification, vendor issue reporting and tracking. Serves as technical advisor to discipline TACs.

 

Provides reports to Production Support CADD Office and other FDOT management as required.

 

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the Department's Business Model; Knowledge of the Department's Quality Assurance policies and procedures ;Knowledge of the Department's policies and procedures necessary to hold and use a State Purchasing VISA Card; Skilled in using engineering tools, equipment and/or instruments; Skilled in using CADD hardware and software; Ability to analyze and interpret engineering data; Ability to solve problems relating to engineering; Ability to apply engineering quantitative techniques; Ability to plan, organize and coordinate work assignments; Ability to communicate engineering information effectively; Ability to establish and maintain effective working relationships with others ;Ability to effectively utilize FDOT CADD techniques to solve engineering-related problems; Ability to interpret FDOT CADD end user problems and offer solutions; Ability to effectively document and communicate CADD solutions to end users; Ability to plan, design, evaluate and investigate engineering works and systems.

 

MINIMUM QUALIFICATIONS: Registration as a Professional Engineer, as required in Chapter 471, F.S.
