POSITION DESCRIPTION:  Conducts complex planning analysis and evaluations of the complete multimodal transportation system including Florida National Freight Highway Network (NFHN), National Multimodal Freight Network (NMFN), National Railway System, National Highway System (NHS), Strategic Intermodal System (SIS) and other related transportation systems.

 

Designs, creates, manipulates, edits, and maintains computer programs and systems to support a wide range of functions related to transportation system planning, analysis and graphic presentation needs including Geographic Information System (GIS) analysis and mapping, and database and metadata file maintenance.

 

Manages and coordinates the development of all criteria necessary to annually update the safety Index.  Manages the Rail Highway Crossing Inventory software and program to inventory all statewide highway-railroad grade crossings and associated features.  Maintains liaison with Florida Department of Transportation (FDOT) districts, Federal Railroad Administration, local agencies and railroads. Coordinates and facilitates training for central and district offices on inventory software updates. Serves as contract manager on annual School Bus Count contracts.

 

Assists the Freight and Rail Planning Administrators in developing Freight and Rail Plans through coordinating, developing, and analyzing planning activities and related data including cost, work type, location, and other related information. Coordinates with, and assists in training of district and consultant personnel in obtaining, processing, evaluating and analyzing engineering and data.

 

Manages the acquisition of data related to freight and rail activities. Coordinates with the other FDOT offices, Federal Highway Administration offices, Metropolitan Planning Organization and external public and private stakeholders and partners to disseminate information and identify data analysis, coordination, and management support needs.

 

Assists with special projects as assigned by management.

 

KNOWLEDGE, SKILLS AND ABILITIES:  Knowledge of project scheduling and management. Knowledge of FDOT rules, policies and procedures. Knowledge of transportation planning, programming and other databases used in transportation system analysis. Knowledge of personal computer based programming languages to extract and analyze work program, Rail Highway Crossing Inventory, Roadway Characteristics Inventory (RCI) and other transportation data. Skill in organization, people and conflict resolution. Ability to extract data from data resources servers, and prepare datasets for analysis using a personal computer, ability to apply database programs to design, develop, maintain, and manage databases. Ability to use Geographic Information Systems software to conduct spatial analysis and produce data-driven maps. Ability to communicate complex concepts verbally and in writing. Ability to prioritize and manage multiple projects. Ability to establish and maintain effective working relationships with others.

 

MINIMUM QUALIFICATIONS: A bachelor's degree from an accredited college or university and three years of professional experience in the field of transportation to which the position is assigned. A master's degree from an accredited college or university in engineering, mathematics, statistics, planning or transportation can substitute for one year of the required experience. Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.
