POSITION DESCRIPTION:

POSITION DUTIES & RESPONSIBILITIES:

This is a supervisory position that motivates and trains, evaluates, plans and directs employees within the Bureau of Planning and Evaluation. This position also recommends personnel actions for potential and existing employees.  The incumbent reports to, works with, and assists the Manager of the Office of Strategic Initiatives in the duties related to the operations and management of the Office of Strategic Initiatives.  Among other duties, this position is responsible for the following.

 

Management and oversight of the grant application process and grant writing activities.

 

Creating ad-hoc reports and conducting analyses to support executive decision-making.

 

Oversight and production of the Department’s planning documents.  These include the State Plan on Aging and the Long-Range Program Plan.

 

Assisting the Area Agencies on Aging (AAA) with their planning efforts to include developing Area Plan templates, providing technical assistance on planning efforts, and providing the AAAs with analytical and data support.

 

Responsible for performance measure development efforts in partnership with the U.S. Administration on Aging.

 

Oversight of the Department’s program evaluation activities.  These include quality assurance surveys; consultation with program staff to identify gaps in service coverage, enhancements to program design, and consequences of program modifications; collaboration with program staff to identify performance evaluation needs and develop appropriate techniques and instruments to determine effectiveness, efficiency, impact, and consumer satisfaction.

 

Oversight and production of statutorily required external reports such as the National Aging Program Information System (NAPIS) Report and a report based on an analysis of the hospice data collected statewide.

 

Oversight and update of Department publications, such as the Summary of Programs and Services and the Consumer Resource Guide, and preparation of reports based on results of data analysis and relevant research.

 

Oversight of the Department’s research activities.  These include studies of the characteristics of Florida’s elders, analyses to predict trends in this population, and dissemination of information to senior management and the community as well as provision of statistical, methodological, and research information as needed.

 

Supporting efforts associated with Planning & Evaluation’s role in the Statewide Medicaid Managed Care LTC program and other Medicaid-related activities.

 

Other related duties as assigned.

KNOWLEDGE SKILLS & ABILITIES REQUIRED:

 

Working knowledge of advanced methods of program evaluation.

 

Knowledge of planning principles as they apply to human service delivery systems.

 

Skill in management and supervisory leadership.
