General Summary

 

This is highly responsible professional work in designing, programming, testing, implementing, operating, maintaining, and analyzing large, complex and/or unusual information technology systems for the Auditor General and coordinating the design and analysis of these systems and/or developing, preparing, applying, and executing computer audit software for use in computer-assisted audit techniques (CAATs) procedures for large, complex and/or unusual audits or other engagements and coordinating the development and execution of these procedures.

 

An employee in this class functions as a Project Team Leader under the supervision of an Audit Coordinator, Audit Supervisor, or Audit Manager.

 

Examples of Work Performed

 

  • Develops, prepares, applies, and executes computer audit software for use in CAATs procedures.
  • Coordinates the development and execution of computer audit software for CAATs procedures.
  • Coordinates data collection with auditee technical staff.
  • Analyzes data to ensure adequate knowledge to perform requested functions.
  • Reconciles data (parallel simulation) as appropriate to ensure population completeness and data integrity.
  • Analyzes and researches user queries and operational problems with assigned applications and advises users on possible solutions.
  • Coordinates system design and analysis.
  • Compiles research on current developments in data processing hardware and software, design methodologies, and accounting and auditing standards.
  • Develops detailed processing procedures and guides and assists in installing procedures and systems.
  • Assists in the instruction, training, and supervision of subordinate analysts.
  • Assigns work to subordinate analysts and reviews their work.
  • Assists in the evaluation of projects to be considered for work plan preparation.
  • Changes or creates job streams and the documentation to support those job streams.
  • Develops and maintains end-user operating manuals.
  • Designs and develops specifications for new data processing applications and for enhancements to existing components.
  • Develops, debugs, enhances, and modifies program code based on program specifications.
  • Develops procedures for testing systems and debugging programs and prepares and conducts systems tests.
  • Prepares file changes based on program specifications.
  • Prepares documentation of programs and systems flow charts, narratives, test data, report formats, schedules, and job work flow.
  • Assists in conducting training sessions on the use of Auditor General Information Technology Systems.
  • Performs other related duties as required.

Minimum Qualifications (required)

 

A bachelor's degree from an accredited college or university with major course work in accounting, one of the computer sciences, management information systems, or statistics and two years of relevant professional experience; or,

 

A bachelor’s degree from an accredited college or university and four years of relevant professional experience; or,

 

Eight years of relevant professional experience.
