Description of Job

The Research and Training Specialist position is a member of the Educational Technology team within the Learning and Development Office (LDO).  The Educational Technology team is primarily responsible for managing and maintaining courses and learner transcripts using the Department’s online Learning Management System (LMS); analyzing and evaluating training effectiveness; disseminating and analyzing various surveys and performance studies; and writing various reports.  The incumbent of this position will be responsible for testing and assigning online courses; providing support through customer service to department employees and external LMS users; analyzing and reporting on all training activities using data from the LMS; performing analysis on data collected from surveys; writing reports; and providing daily customer service to various department stakeholders and tax collector employees.  In addition to these duties, this position will be responsible for conducting research; documenting processes; and using project management practices to ensure projects are meeting timelines and quality standards.  The incumbent of this position uses MS Excel to run reports and perform analysis; applicants with knowledge and skills in SPSS, SAS and/or Minitab will be given a preference.  Additional responsibilities include providing hardware, software and audio visual support to employees.


Preferred Qualifications

Preference will be given to applicants who have received a Bachelor’s degree or higher from an accredited college or university.

Experience administering computer based Learning Management System (LMS), Human Resource Information Systems (HRIS), Human Resource Management Systems (HRMS) or Human Management Systems (HCM).

Experience using charts, graphs or other visual data.

Experience using MS Excel, Minitab, SPSS, SAS or other related software to compile and organize data.

Experience providing customer service.

  • Knowledge of learning management system functionality, processes, and best practices.
  • Knowledge of data analysis, research methods, theory, and statistical tests.
  • Strong skills in effective written and verbal communication.
  • Strong skills in problem solving and troubleshooting software.
  • Skill in evaluating and summarizing data to identify trends and issues and make recommendations for best practices and process improvements.
  • Extensive skills using software (MS Excel, Minitab, and/or SPSS) with the ability to create tables and graphs, develop formulas and use pivot tables to create meaningful reports.
  • Skill in Microsoft Office products including Excel, Outlook, PowerPoint, SharePoint, and Word.
  • Ability to collect, compile, summarize, and analyze data using statistical methodologies and theories.
  • Ability to handle multiple priorities.
  • Ability to use database and spreadsheet software.
  • Ability to understand and apply rules, regulations, policies, and procedures related to training functions.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to work independently and as a member of teams to carry out a variety of critical and time sensitive projects without detailed instructions.
  • Ability to identify information, materials, and resources needed to complete a project or assignment.
  • Ability to maintain the confidentiality of sensitive and confidential information obtained through the course of completing assignments (e.g., and personnel related projects, legal requests, and projects).
  • Ability to apply critical thinking to work through complex issues or problems.
  • Ability to maintain accuracy and attention to detail when completing multiple assignments.
