REQUIREMENTS

 

This position performs independent work assisting the Environmental Supervisor II in the development, coordination and administration of the county-wide OSTDS program.  Duties shall cover areas such as staff training and standardization, inspections, quality assurance performance evaluations and program administration assistance.  It monitors program metrics and advises the Environmental Administrator and the Program Manager of needed programmatic actions.  Performs onsite sewage treatment inspections as assigned.  The position will be based in the Deland Environmental Health Office.

 

Must be currently an FDOH employee.  Must be willing and able to lift 50 lbs., work outdoors in extreme environmental conditions and able to use a hand augur to conduct soils borings to a depth of 72 inches.  Must have a bachelor's degree from an accredited college or university with a major in one of the physical or natural sciences or engineering and five years of professional experience with the State of Florida’s onsite sewage treatment and disposal system program.  Must be DOH Certified per 381.0101 Florida Statutes in the Onsite Sewage Program or hold a NEHA or Florida Registered Sanitarian or Registered Environmental Health Professional certification.  Must have a current valid Florida driver’s license and use of a reliable private vehicle.  Must have a minimum of 2 years of experience working in the onsite sewage treatment program.  Must have experience training and reviewing the staff’s work in the Onsite Sewage Program.

 

Conducted peer evaluations utilizing the OSDTS performance evaluation preferred.

KNOWLEDGE, SKILLS & ABILITIES

 

Knowledge of Florida OSTDS program, soils identification, water table determination, variance procedures, EHD, surface water boundary identification, ATU, PBTS and operation permits.

Ability to examine and understand construction plans and equipment schedule sheets to determine compliance with relevant regulations.

Ability to use Crystal Reports, the Environmental Health Database EHD Mobile and Microsoft Excel to evaluate data and generate reports.

Skilled in conducting OSTDS permit inspections, enforcement and permit review.
