THIS IS A SELECTED EXEMPT SERVICE POSITION.

The Agency for Persons with Disabilities works in partnership with local communities to support people with developmental disabilities in living, learning, and working in their communities. APD provides critical services and supports for customers with developmental disabilities to reach their full potential. The Agency serves people with spina bifida, autism, Down syndrome, children age 3-5 at high risk of developmental disabilities, cerebral palsy, Prader-Willi syndrome, Phelan-McDermid syndrome, and intellectual disabilities. There is no charge or co-payment for services provided through the Agency.

DIRECT DEPOSIT PROGRAM - As a condition of employment, a person appointed to a position in State government is required to participate in the Direct Deposit Program.  Rather than receiving a paper paycheck, your funds will be deposited directly into your account at your financial institution. This will be accomplished by Electronic Funds Transfer. Banks, savings and loan associations, and credit unions are eligible to accept such deposits. Retirement funds are also required to be in the Direct Deposit Program.

BACKGROUND SCREENING REQUIREMENT:

It is the policy of the Florida Agency for Persons with Disabilities that applicants for employment undergo Level 2 employment screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer.
No applicant for a designated position will be employed or permitted to volunteer until the Level 2 screening results are received, reviewed, and approved by the Agency.

REQUIREMENTS:

Must have experience working within Microsoft Software applications (Outlook, Word, Excel, Access, PowerPoint, Sharepoint)

Must be familiar with Florida’s Medicaid Wavier guidelines and rules (E.G. Developmental Disabilities Individual Budgeting Wavier Services Coverage and Limitations Handbook)

***DUTIES:

This position is responsible for supervising professional employees in the administration of the Region, Developmental Disabilities Program, and for providing technical assistance and analysis of the program. The primary duties center around monitoring and communication with, motivating, training and evaluating employees, planning and directing their work; having authority to hire, transfer, suspend, assign, reward, or discipline subordinate employees or effectively recommend such actions.

The incumbent oversees and completes as needed, activities related to the recruitment, licensure, and monitoring of residential facilities in accordance with 65G-2 FAC and other applicable rules and regulations. Assists in identifying deficiencies and ensures compliance with the above referenced rules through on-site surveys.  Maintains automated system of related data for internal/external reporting purposes.

Assists with and conducts monthly monitoring visits to group homes monthly or more frequently, as directed, using the agency approved monitoring tool. Participates in Operation Spot Check Visits as requested.  Identifies deficiencies and prepares Notices of Non-Compliance and/or administrative complaints.

Assists staff with and provides follow up by assessing corrective action for completion, and reporting lack of compliance to supervisor. Translates findings into the appropriate administrative disciplinary level.

Assists with or completes initial and annual licensure renewals of assigned APD licensed group homes to assure 100% compliance with F.A.C. 65G-2 and other applicable rules and regulations. Prepares the required paperwork for signature by relevant staff in a timely manner, as defined by rule. 

Updates ABC system (or other Agency systems) and all residential database to reflect current licensure.  Maintain residential files on all APD facilities responsible for oversight in Region/Field office.

Assists Deputy Regional Operations Manager and/or the Quality Improvement Regional Program Supervisor in managing the Quality Improvement Regional Program. Meets assigned deadlines for ad-hoc initiatives and requested reports as assigned by management.

Develops and provides training and technical assistance to Agency staff and providers regarding activities related to residential licensing and monitoring, etc. Initiates and maintains open communication with community, service providers, and stakeholders.

Communicates on a regular basis with employees both individually and in staff meetings.  Provides technical assistance to employees regarding programmatic and consumer issues, and assists in interpreting rules and regulations. Keeps staff informed of level of achievement on performance indicators achievement and works with other Region staff to improve performance levels. Evaluates employees using established responsibilities and performance expectations. 

Assists with the incident report assignment and follow-up.

Performs other duties as necessary to support the Region/Field office functions, including, but not limited to participating in workshops, training sessions and meetings, and emergency management activities.
