POSITION DESCRIPTION:  Coordinates the procurement/acquisition of the Planning and Environmental Management Office (PLEMO) district wide and continuing services contracts.  Understands the specifications of the Planning and Environmental Management Office consultant contracts.  Develops scopes of service, schedules, work orders, staff hours.  Negotiates staff hours and processes invoices related to consultant contracts.  Processes any Procurement/Work Program forms needed to add or delete funds from contract.  Coordinates regularly with consultants.  Knows the current financial status of contracts.  Ensures necessary contract information in Consultant Invoice Transmittal System (CITS) is accurate.  Closely coordinates with Project Managers to develop task work orders, invoice processing and consultant performance evaluations, etc.  Evaluates consultant performance at established intervals.  Ensures evaluations are entered into the system accurately and timely.  Ensures that expired contracts are closed out and all remaining funds are unencumbered.  Attends all meetings related to development of Planning and Environmental Management Office consultant scope of services, acquisitions and staff hour negotiations.  Prepares contract status reports on Planning and Environmental Management Office contracts.  Coordinates Planning and Environmental Management Office gaming process by ensuring consultant and grant planning funds meet Planning targets and Work Programming timeframes. 

 

Manages multi-modal planning corridor study and concept development projects under the close supervision of unit managers.  Keeps project on schedule and budget.  Coordinates regularly with consultant Project Manager.  Coordinates project technical reviews and findings with appropriate Department of Transportation (DOT) staff and external partners, local governments, consultants, etc.  Coordinates public involvement activities.  Ensures project objectives are fulfilled.   Ensures project quality meets or exceeds Department standards.  Advises and assists consultants in multimodal planning and interprets and applies rules, laws, policies and regulation of Intermodal Systems Development.  Understands project scopes.  Keeps project on schedule and budget.  Coordinates regularly with consultant Project Manager.  Coordinates project technical reviews and findings with appropriate DOT staff and external partners, local governments, consultants, etc.  Ensures project objectives are fulfilled.  Ensures project quality meets or exceeds Department standards. Closely coordinates with Contract Manager if different than Project Manager.

 

Coordinates Project Development & Environment (PD&E) project negotiations.

OTHER JOB RELATED REQUIREMENTS: Due to the nature of this position, incumbent must respond to emergencies.

 

MINIMUM QUALIFICATIONS:  A bachelor's degree from an accredited college or university with a major in engineering. Professional or nonprofessional experience (including internships or co-ops) in transportation, planning, public administration, engineering, environmental sciences, logistics, or related field can substitute on a year-for-year basis for the required college education.
