This is an independent nursing function in highly specialized programs involving health care programs and facilities.  This professional position is responsible for a multi-program survey process.  This survey process includes conducting on-site surveys of a variety of health care facilities to determine compliance with federal and state licensure, certification and inspection of care requirements, implementing utilization control functions of Title XVIII and Title XIX programs where applicable and reviewing/evaluating the quality of care and services provided to all clients in the facilities surveyed.  The position may be required to perform these duties as a team leader, team member or individually as assigned.
The position may be assigned to a team leader, other than the immediate supervisor, who will have technical guidance or control during the assignment only. This position is required to successfully complete the Surveyor Minimum Qualifications Test within the first 12 months of employment as required by Sections 1819(g)(2)(C) (ii) of the Social Security Act, as amended, and Article IV(B) of the Agreement pursuant to Section 1864 of the Social Security Act. 

Conducts on-site multi-programs surveys, identifying appropriate provision of medical/nursing and related services to ensure the provision of quality patient care based on current administrative rules and statutes promulgated by the State of Florida, the federal government and standard professional practice.  Program involvement may include, but is not limited to: Title XVIII, Medicare; Title XIX, Medicaid; and licensure of all health care facility types for which the Division of Managed Care and Health Quality, Health Facility Compliance is responsible.  Performance of these duties may be accomplished independently, as a team member or as an appointed team leader. 
Completes surveys, related reports and documents findings, delineating problems in the overall quality of care provided and heath care practices identified in the facilities surveyed.   When functioning as a team leader, consults with other team members.  When functioning as a team member, consults with team leader and  other team members to make recommendations to the health care facility and formulates plan for follow-up visits to ensure the health care facility is meeting program requirements and standards.    Instructs non-professional employees in a variety of professional nursing topics in both formal and informal settings.  Acts as a resource for nursing practice and quality of care questions.  Provides consultative services to facilities when appropriate and when resources are available.  Performs other related duties as assigned.  Surveying all of Palm Beach, Broward, Saint Lucie, Martin, Indian River and Okeechobee County. 




  • Knowledge of the principles of nursing practice, state licensure and federal certification requirements; knowledge of inspection of care process.
  • Skills are needed in the techniques of oral communication, especially attentive listening; interview procedures; and methods of documentation review.
  • Ability to plan and organize is required to ensure timely completion of survey responsibilities. 
  • Ability to write reports.
  • Ability to utilize microcomputer equipment and software to enter, retrieve and manipulate data required to perform licensure and certification functions.
  • Skills in interpersonal communication, problem solving and investigational technique.
  • Ability to ambulate, bend and lift on a regular basis. (laptop computers, manuals, etc.)
  • Ability to work before and after normal work hours, including on weekends and holidays.
  • Ability to travel with or without accommodations.



  • Two years of experience in a healthcare related field.
  • Licensure as a Registered Professional Nurse in accordance  with Florida Statute 464 or eligible to practice nursing in accordance with Florida Administrative Code 210-8.27.
