POSITION DESCRIPTION: Develops and applies travel demand forecast models for the Federal Highway Administration (FHWA) mandated Urban Transportation Planning Process. Perform multimodal demand forecasts using appropriate modeling procedures and tools for long and short-range transportation planning. Conduct travel characteristics surveys and analyses; conceptualize and develop modeling procedures, perform model calibration and validation, perform population/demography and other socio-economic data analyses. Perform vehicle emission and other assessments. Apply modeling procedures. Analyze, summarize and interpret model outputs. Provide technical support and guidance to Metropolitan/Transportation Planning Organizations (MPO/TPO) and other model users. 

Conducts area-wide or system-wide transportation planning studies, corridor Planning and Conceptual Engineering (PACE) studies, transportation improvement feasibility studies, Congestion Management studies, needs assessments, and other planning studies.  Provide technical guidance for analyses.  Identify transportation facility needs and develop congestion mitigation strategies and solutions for enhancing mobility to develop an efficient transportation system.

Develops and reviews project traffic for transportation improvement projects, including development of link volumes, turning movements and other data necessary for the proper design or modification of highway facilities using appropriate travel demand forecast models and methodologies. Prepare, review, analyze and summarize the outputs of transportation demand forecast models for project traffic and other transportation planning applications.  Perform other technical work including mesoscopic and microscopic traffic simulation analyses, transit ridership projections, quality and level of service assessments and other multimodal mobility performance assessments. Serves as Systems and Policy Planning representative on pre-work of Project Development and Environment (PD&E) studies. Coordinate with PD&E and Design project managers with project schedule and deliverables.  Maintains a status log for the production of project traffic.

Manages consultant contracts in accordance with Department and Statutory requirements and perform the tasks of scope development, consultant selection, contract negotiation, task scheduling, work order preparation, quality assurance, product review, invoice approval and consultant performance evaluation.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of multi-modal transportation planning processes; Knowledge of travel behavior, travel and traffic demand forecasts methodologies and processes; Knowledge of capacity analysis, traffic simulation, and multi-modal performance measurement analysis; Knowledge of principles of statistical and data analysis; Skilled in office productivity software; Skilled in managing the time and budget of consultant contracts to produce quality products; Ability to define and develop demand forecast modeling processes; Ability to communicate accurately and fluently in both written and verbal manner on complex technical issues, concepts and analysis; Ability to organize, analyze, comprehend, summarize and present complex data and issues; Ability to plan, organize, coordinate, and prioritize multiple work assignments to meet deadlines; Ability to establish and maintain effective working relationships

OTHER JOB RELATED REQUIREMENTS: Responsible for adhering to the provisions and requirements of Section 215.422, F.S. related State Comptroller's Rules and Department of Transportation's invoice processing and warrant distribution procedures.

 

MINIMUM QUALIFICATIONS:    A bachelor's degree from an accredited college or university and 2 years of professional experience in the field of transportation, planning, public administration, engineering or logistics to which the position is assigned; or Registration as a Professional Engineer in accordance with Florida Statute 471. A master's degree from an accredited college or university in engineering or transportation can substitute for one year of the required experience.  Professional or nonprofessional experience (including internships or co-ops) as described above can substitute on a year-for-year basis for the required college education.

 A Competitive Area Differential (CAD) additive in the amount of $1,976.00 will be added to the annual salary.
