MINIMUM REQUIREMENTS:

A bachelor's degree from an accredited college or university with a major in Human Resources or equivalent and three (3) years of professional experience in human resources, personnel management, systems analysis, management analysis, program planning, program research or program evaluation.    

 

A master's degree from an accredited college or university can substitute for one (1) year of the required experience. 

 

Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

Requires possession of a valid Driver License.

JOB DUTIES:

General Statement: This is a professional position responsible for support of human resource functions in the Division of Plant Industry. Serves as the assistant personnel liaison for the Division of Plant Industry to the Bureau of Personnel Management in the Florida Department of Agriculture and Consumer Services.  Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner.  Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.

Serves as Assistant Personnel Manager for the Division of Plant Industry and coordinates with managers in emergency program field stations and other specialized programs and bureaus. Provides daily direction and management of all time and attendance, workers’ compensation, records management and human resource research related activities within the division. Manages the division Human Resource Information System (HRIS).

Serves as the liaison with the Bureau of Personnel Management and People First in relations to attendance and leave and state sponsored benefits. Researches and addresses issues relating to employees’ eligibility and coverage.  

Provides support to managers and supervisors in all divisional program areas.  Answers questions from division employees on personnel matters.  Uses People First and Personnel Document Management System (PDMS) to maintain and retrieve personnel information and to develop specialized reports.  

Reviews, analyzes, recommends or develops internal practices and policies related to the management of Other Personal Services employees.  This includes position establishment, classification and pay and employee relations.   Prepares or assists in the preparation or development of division budget priorities. 

Assists with the coordination of the timely entry of data into the division HRIS and other data management systems. Travels to remote division functional units as delegated or directed.

Serves on various project management teams or committees (examples: awards, safety, claims management), as directed.

Responds to emergency program and holds assigned roles as directed in the Incident Command System. 

Maintains currency with changes in human resource management. Maintains intranet website in coordination with the Technical Assistance section.

Performs related work as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Ability to use information technology including People First, Microsoft Office and Impromptu.
  • Skilled in developing queries, compiling and producing reports.
  • Knowledge of the Incident Command System.
