POSITION DESCRIPTION: Supervises employees spending majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work.Signs and seals final drawings, specifications, plans, reports or documentation prepared or issued under the areas of Structural Materials, Corrosion Engineering, Chemical, and Concrete Durability. Responsible for the management of budget, personnel and administrative functions for the Structures Material Systems Section which includes the Corrosion and Durability Unit, Structural Materials Unit, Field Operations Unit, and Chemical Lab. Provides guidance and direction in support of individual and team activities to achieve the State Materials Office strategic plan.

 

Serves as a liaison with industry and other department divisions to resolve problems with corrosion control, concrete and structural materials, field operations, and other related elements associated with structural material systems. Evaluates data and recommends products for use on construction projects.

 

Formulates policies and procedures, which have significant impact on the Chemical Engineering, Environmental Engineering and Construction programs. Oversees testing and evaluation program for traffic control materials, recyclables, and manufactured products.

 

Develops and directs research and innovates activities in the structural materials area. Reviews and approves research proposals from other agencies and industry. Coordinates research activities within the Department and at the national level.

 

Integrates activities with other Materials Office sections and Florida Department of Transportation (FDOT) departments to provide continuity in achieving State Materials Office goals and objectives.

 

KNOWLEDGE, SKILLS AND ABILITIES: Skills in communication, including verbal, written, and active listening. Knowledge of teamwork approach and concepts. Ability to plan, organize and coordinate work assignments of subordinates and insure proper completion of work assignments. Ability to understand and apply rules, regulations, policies, and procedures. Knowledge of engineering design, construction, and production. Ability to establish and maintain effective working relationships. Skill in working with diverse partners in achieving common goals. Ability to supervise.

 

REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: The position regulates licensure as a Professional Engineer by the State of Florida Board of Professional Engineers under the provisions of Chapter 471, F.S..
