THIS IS A SELECTED EXEMPT SERVICE POSITION.

The Agency for Persons with Disabilities works in partnership with local communities to support people with developmental disabilities in living, learning, and working in their communities. APD provides critical services and supports for customers with developmental disabilities to reach their full potential. The Agency serves people with spina bifida, autism, Down syndrome, children age 3-5 at high risk of developmental disabilities, cerebral palsy, Prader-Willi syndrome, Phelan-McDermid syndrome, and intellectual disabilities. There is no charge or co-payment for services provided through the Agency.

DIRECT DEPOSIT PROGRAM - As a condition of employment, a person appointed to a position in State government is required to participate in the Direct Deposit Program.  Rather than receiving a paper paycheck, your funds will be deposited directly into your account at your financial institution. This will be accomplished by Electronic Funds Transfer. Banks, savings and loan associations, and credit unions are eligible to accept such deposits. BACKGROUND SCREENING REQUIREMENT:

It is the policy of the Florida Agency for Persons with Disabilities that applicants for employment undergo Level 2 employment screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer.

REQUIREMENTS:

Must possess a Bachelor’s degree from an accredited University or College

Must have a Minimum of 5 years’ experience of managing within a residential facility

Must have experience in Administrative Services by directing and overseeing operational functions, including budget and food service management, within a residential facility

Must have experience in contract management

Must have experience in Procurement

***DUTIES:

This is position established as an Administrative Services Director II-SES, under the Superintendent for Sunland Center. This position complies with and monitors compliance (when applicable) of the mandatory requirements in section 215.422 F.S. and Chapter 3A-20 of the Florida Administrative Code.

  • Manage Budget and Accounting operations for the Center within APD Procedures and act as liaison between Central Office Budget/Finance staff for effective management of these functions. Supervise Accounting staff within established procedures for career service and SES employees and ensure compliance with leave, attendance and performance standards.
  • Prepare annual Legislative Budget Request for the Center for review by the Superintendent and coordinate submission to the Central Office Budget Analyst for inclusion in the Agency request. Assist the Maintenance Superintendent with annual CIP projects for submission to Central Office General Services for inclusion in the Agency FCO request.
  • Review, distribute and monitor the operating budget for the Center and develop the Center's spending plan based on available budget and historical spending data. Routinely review FLAIR, IDS, People First and MFMP systems for accuracy and coordinate corrective actions as needed.
  • Review MFMP requests for services/supplies and approve/disapprove purchases for all departments of the Center based on budget availability and compliance with the DFS Reference Guide for State Expenditures.
  • Approve PARs in People First based on available budget and consistency with the Center's Spending Plan.
  • Develop, revise, and maintain policies, regulations, procedures, manuals and standards regarding the Administrative Service functional areas of Budget and Accounting.
  • Serve on the Center's Leadership Team and represent the Center in matters pertaining to Administrative area functions.     
  • Prepare annual financial statements for the Center and coordinate certified forward activities at the end of each fiscal year.
  • Manage data collection for and annual preparation of the Medicaid Cost Report for each certified ICF Facility of the Center. Review expenditures routinely to ensure maximization of eligible expenditures for the cost report process.
  • Manage the revenue collection process for the Center within guidelines of AHCA/Social Security/Medicare/Medicaid to maximize available revenue for the DDC entity.
  • Perform other related duties as required.
