The Work You Will Do:
The Disabled Veterans' Outreach Program (DVOP) Specialists works on a DEO team within CareerSource Miami-Dade County. The DVOP specialist will provide intensive services to veterans and eligible spouses, designed to facilitate participants’ transition into meaningful civilian employment.
The Specialist performs duties as set forth in Title 38 of the United States Code (U.S.C.), Veterans Program Letter (VPL) 03-14 and VPL 03-14 Changes 1 & 2 through a case management process. The following duties are included in this code:
- Comprehensive and specialized assessments of skill levels and service needs
- Development of an individual employment plan to identify the employment goals, appropriate achievement objectives, and appropriate combination for services for the participant to achieve the employment goals
- Group career counseling
- Individual counseling and career planning
- Short-term pre-vocational services that may include development of learning skills, communication skills, interviewing skills, punctuality, personal maintenance skills, and professional conduct to prepare individuals for unsubsidized employment or training
Coordinates with Department of Veteran Affairs Vocational Rehabilitation and Employment (VRE) counselors to provide case management assistance to VRE (Chapter 31) special disabled Veterans and other Veterans with SBEs.
Provides outreach to local organizations, such as, but not limited to local colleges, technical training centers, apprenticeship programs, and community based (non-profit - including faith-based) to educate the organizations serving Veterans on how to identify veterans with SBEs’ and to refer veterans to the Disabled Veterans Outreach Program Specialist located at the Career Center for services.
Perform other veteran duties IAW the Jobs for Veterans State Grants as required.

Where You Will Work:
Miami-Dade County the most southern portion of the main land of Florida. According to a 2019 census report, the county had a population of 2,716,940, making it the most populous county in Florida and the seventh-most populous county in the United States. It is also Florida's third largest county in terms of land area, with 1,946 square miles (5,040 km2). The county seat is Miami, the principal city in South Florida.
Miami-Dade County is one of the three counties in South Florida that make up the Miami metropolitan area, which was home to an estimated 6,198,782 people in 2018. By population, Miami-Dade is the largest majority-minority county in the United States with over 69.4% of the population being of Hispanic and Latino descent.
The county is home to 34 incorporated cities and many unincorporated areas. We are known for some of the state’s best-known beaches including Miami Beach and its famous Art Deco hotel district. Haulover Beach regularly hosts kite-making workshops and sells kites, which are perfect to fly in the grassy area overlooking Biscayne Bay. Bal Harbour Beach is a laid-back stretch of sand is fringed with luxury condominiums and five-star hotels, has a jogging path winds around the mile-long beach, shaded by palms. Anglers often fall in love the jetty at north end of beach which tourists and locals alike can be found in the tiny cafes in the nearby Town of Surfside or the elegant bistros in Bal Harbour Shops on any given day of the week. Surfside Beach is one of the few beaches in Miami Dade County that has no commercial properties encroaching on the sand – no hotels, no shops, no restaurants blocking the mile long view of the lovely sand beach.

Your Specific Responsibilities:
The Disabled Veterans’ Outreach Program (DVOP) Specialist will provide outreach and facilitate placements to meet the employment needs of eligible veterans and eligible spouses entitled to benefits, in accordance with priorities as determined by the Federal Department of Labor.

Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
