General Services Manager

This position is an administrative position responsible for the supervision of purchasing, courier services and building maintenance positions. This implies the following oversight: directing the purchasing, leasing, inventory/property management, mail and courier service, forms management and building and grounds maintenance.

It reports directly to the CHD Financial Administrator. Provides technical assistance to operations and program staff, as well as directing and coordinating the staff of purchasing, including the general services function.  Exercises independent judgment in formulating or assisting with policies and procedures, which have a significant impact on administration and allocation of budgets. 


Responsibilities include:


  • Supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning and directing their work, approving leave, and taking disciplinary action as appropriate.
  • This position requires local travel and some weekend and evening hours.
  • Directs, evaluates and purchases all equipment, supplies and repairs requisitioned through My Florida Market Place (MFMP) system by Agency staff.
  • Provides purchasing expertise and technical assistance in the preparation of ITNs/ITBs/RFPs by assisting Division Directors with the written specifications for all complex purchases, including vehicles, medical and laboratory services and computer maintenance.
  • Supervises purchasing, courier and maintenance staff.
  • Develops and coordinates internal operating procedures
  • Conducts staff briefing and provides purchasing training for personnel.
  • Coordinates and completes special building & maintenance projects
  • Serves as Safety Officer for the agency. Duties include reviewing and actioning incident reports, identifies and investigates safety problems and monitors corrective actions.
  • Serves as chairperson of the Safety Committee for FL DOH -Pinellas.  Responds to St. Petersburg center potential safety hazard notices. Prepares agenda, minutes and follows up on any actions assigned to the group; shares minutes and updates with the CHD Financial Administrator.
  • Work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural




  • Knowledge of computer
  • Ability to understand principles and practices of purchasing, contract management, and of real property lease agreements and risk management programs
  • Ability to understand and apply applicable rules, regulations, policies and procedures
  • Ability to supervisor staff
  • Ability to work with staff and to establish and maintain effective working relationships with others.
  • Ability to plan and evaluate services provided.
  • Ability to organize and coordinate work assignments.
  • Ability to communicate effectively both verbally and in writing. 


    Licensure, Certification, or Registration Requirements

  • Florida Drivers’ License or the ability to obtain one within 30 days of employment.


    Desirable Qualifications:

  • At least Five years of experience as a supervisor.
  • At least Five years of experience of General Building maintenance at multiple sites.
  • Experience with managing a capital building improvement project.
