This is a highly skilled professional position which requires an expert understanding of the WIC & Nutrition Program with minimal supervision including program regulations in the DHM manual 150-24 and the use of the WIC FL WiSE system.  Provides quality nutrition counseling to WIC participants. Successfully completes the Nutrition Through the Lifecycle Series and all other required Training. Promotes cooperation, courtesy, and teamwork in a diverse environment with staff and the public. As an employee of the FL Department of Health in Martin County, represents the agency and its mission and values.  Adheres to all departmental policy/procedure, state and federal laws including governing participant information, security and privacy.

Accurately obtains participant information necessary to complete WIC program eligibility. Completes Nutrition Assessment for all low, high and medically high risk WIC clients. Provides client-centered interactive nutrition counseling. Develops a Nutrition Care Plan for identified nutrition risks using a standardized process. Evaluates and revises the nutrition care plan as needed. Obtains accurate data on height and weight measurements on participants. Assess client’s readiness to change and helps client choose appropriate goal(s). Makes referrals for appropriate health and social services and documents referrals.  Establishes appropriate number of subsequent individual nutrition education contacts. Inputs accurate nutrition services code in the data system. 

Promotes breastfeeding as optimal infant nutrition for the first year of life. Has lead responsibility for breastfeeding promotion, support and training. Willing to meet qualifications as a Certified Lactation Counselor (CLC). Develops client/family breastfeeding support goals and documents in electronic medical record. Counsels Healthy Start participants with referrals for breastfeeding support and nutrition counseling. Instructs clients on breast pump use and maintains documentation. Participates in monthly WIC Breastfeeding Committee conference calls. Works closely with the Peer Counselors to meet WIC Program guidelines from the Loving Support modules.

Attends in-services and team meetings. Assists with and participates in QI/QA activities. Collects data reports as assigned and submits same to the supervisor on a timely basis.  Assists with inventories of WIC formula, breast pump equipment, and educational resources. Completes and submits time sheets, employee activity reports, and travel correctly, timely and according to established guidelines. Reads, understands and implements directives assigned. Provides pertinent nutrition information, consultation, and presentations as needed.  Performs WIC outreach activities as needed.  Travels to other worksites as needed. Assists in vendor monitoring. Investigates cases potential fraud or program violations. Collects evidence and recommends corrective actions or penalties as appropriate.

 Other job-related requirements for this position:  Incumbent may be required to work during or beyond normal work hours or days in the event of an emergency.  Emergency duty required of the incumbent includes working in a Special Needs Shelter, or to perform other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.  Private transportation required. Reimbursements are made on a mileage basis.

Knowledge, skills and abilities: Knowledge of the science and current practice of nutrition or dietetics. Knowledge of the concepts and theories of nutrition or dietetics as it relates to growth, development, health or disease. Knowledge of nutritional and dietary assessment techniques. Knowledge of the methods of compiling, organizing and analyzing data. Ability to develop educational/training plans and supporting materials. Ability to use various communication channels to provide education/training. Ability to analyze and interpret anthropometric, biochemical, clinical and dietary data. Ability to interview and counsel patients. Ability to plan, organize and coordinate work activities. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others. Ability to understand and apply applicable rules, regulations, policies and procedures. Skilled in operating a computer.

State of Florida division of Medical Quality Assurance: Licensed Dietitian/Nutritionist, Chapter 468 FS or Chapter 21M, Sections 48.001, 48.002, 48.003 FAC
