DUTIES AND RESPONSIBILITIES:

Perform Benefit-Cost analysis applying engineering information related to the Hazard Mitigation Programs.

Review project applications to assure project feasibility and compliance with Hazard Mitigation Programs.

Collect information for Benefit Cost Analysis purpose.

Review site plans for consistency with federal guidance related to hazard mitigation criteria.

Review engineering designs for feasibility and compliance with hazard mitigation criteria.

Review technical engineering aspects on project agreements.

Analyze and interpret engineering data, solve problems relating to engineering and perform technical engineering site visits.

Verify information on building construction for residential and commercial construction requirements for Coastal A and V-Zones and drainage improvement systems.

Conduct technical Benefit-Cost presentations to special purpose workshops and seminars.

Provide technical engineering support to programmatic areas during workshops and seminars.

Provide status reports on projects underway and oversees project timelines.

Conduct mitigation assessments, collect and interpret data from the field.

Perform other related duties and travel as assigned to include performing disaster duties because of declared and non-declared disasters.

Monitor assigned projects, providing technical assistance to sub grantees on project issues, including the monitoring of interim and final inspections.

Conduct damage assessments to identify the severity and magnitude of infrastructure losses due to disaster events.

Conduct training for sub grantees and co-workers on Hazard Mitigation Grant Program issues.

Performs other related duties and travel as assigned, to include disaster duties because of emergency events.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of the terminology, principles and analytical techniques of the Engineering, Building Construction for residential and commercial, Architecture, or other related Disciplines.

Ability to review grant applications to assure they comply with applicable federal, state and local Engineering, Building Construction for residential and commercial and Architecture policies, as governed by federal and state laws and rules.

Ability to coordinate with state and federal agencies on project reviews for compliance with national and state Engineering, Building Construction for residential and commercial, Architecture, or other related Disciplines regulations.

Ability to provide technical assistance to state and local governments and other entities on storm and wastewater design, building design and construction and program related issues.

Ability to assist with program presentations and training workshops and project; good verbal and written communication skills.

Ability to communicate effectively to all levels of government concerning projects and program issues.

Ability to conduct mitigation assessments, and collect data from the field.

Ability to analyze and interpret engineering data, solve problems relating to engineering and perform technical engineering site visits.

Ability to work independently.

Ability to handle multi-project management.

Knowledge of Microsoft Windows, MS Word, Excel, Outlook and PowerPoint.

Ability to travel overnight and to work non-traditional hours during emergency events and assume disaster related duties, as necessary.

SPECIAL NOTES:

In response to emergency events, Division of Emergency Management employees may be required to work irregular hours, to work more than 8 hours per day, to work extended periods (including weekends and holidays), to work at locations other than their official headquarters, and to perform duties in addition to those outlined in the employee’s position description.  Employees must be able to deploy to emergency sites with limited advance notice.
