Deputy Program Director

Your Specific Responsibilities:
Supervisory employees” are those who spend the majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors, administrators, and directors, in accordance with Section 110.205(2)(w), Florida Statutes.
Strategic and Operational Management
- Assists the FL WINS Program Director in establishing long-range strategies and administering policies and procedures to achieve FloridaCommerce operational objectives.
- Assist the FL WINS Program Director in Directing and ensuring adherence to project management processes, policies, and procedures, including those identified in the enterprise project management governance process.
- Provides consultation to leadership with respect to technology updates, technology refreshes, emerging technologies, and comparisons/options as required.
- Researches approches used by other State of Florida agencies to identify projects or processes that would benefit FloridaCommerce.
- Assist the FL WINS program Director in Monitoing and reviewing budget proposals, Legislative Budget Request (LBR), revenue distribution, travel, major purchases, monthly expenditure rates, fund balances, and budget amendments.
- Participates in the analysis of legislation, proposes new legislation and participates in legislative discovery for IT projects and initiatives.
- Manages multiple tasks, activities, and/or projects to ensure they are effectively tracked, follow Department documentation standards, and remains on schedule, within scope, and within budget.
- Assists the FL WINS Program Director in Developing and executing standards for accountability and measurements of success.
- Prepares executive level reports to provide regular updates on program status and performance.
- Ensures projects conform to Department and data center hardware, software, development, and architecture standards.
- Reviews deliverables for quality and conformance to Department standards.
Relationship Management
- Internal
- Works with leadership and other division areas to plan the future services of the division and develop the overall program plan.
- Works with the Department’s Security Manager to identify and mitigate security risks and issues.
- Participates in internal and external audits/evaluations of project management procedures and activities.
- External
- Meets and coordinates with key stakeholders, in the Reimagining Education and Career Help (REACH) office, CareerSource Florida, and other partners for new or existing programs and initiatives.
- Assists the FL WINS Program Director with the vendor management within the Program, to include: procurement, contract management, and vendor performance.
- Leads, assists, and/or participates in federal compliance and reporting requirements.
- Represents the division at meetings and other forums involving programs and initiatives.

Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
Minimum:
- Experience as a direct supervisor or team lead.
- Experience managing large cross-functional technology projects as the project manager.
- Experience communicating with multiple audiences through a variety of communication methods.
- Experience building and maintaining business relationships with both internal and external partners including vendors.
- Experience preparing reports for a variety of audiences including internal/external stakeholders and executive leadership.
- Experience reviewing, drafting, and managing project management documents.
- Experience with budget and procurement.
- Possess a Certified Project Management Professional (PMP) or other equivalent industry standard certification.
- Duties and responsibilities of this position must be performed at the official work site of the Department.
- Travel may be required and must provide own transportation.
Preferred:
- A bachelor’s degree from an accredited college or university is preferred. Professional or non-professional experience can substitute on a year-for-year basis for the preferred college education

$52,859.88 - $110,000

The Work You Will Do:
Under the direction of the Deputy Secretary of the Division of Workforce Services, this position serves as the Deputy Program Director for the FL WINS program. This position directly supports the FL WINS Program Director in providing administrative oversight and support to staff and department units engaged in business activities, such as, strategic planning, analysis, development, integration, and relationship management. This position is also responsible for directing various initiatives from conception, initiation, requirements development, design, deployment, testing, and support for the FL WINS Program. The candidate in this position will act as the FL WINS Deputy Program Director. The incumbent will serve as a member of the Division leadership team.
