JOB SUMMARY: This position involves professional accounting work associated with the disbursement office functions pertaining to the operational accounts for the agency, ensuring compliance with the Prompt Payment Law, 215.422, F.S.; as well as other applicable Florida Statutes related to Department of Financial Services (DFS) rules and regulations and Department of Revenue (DOR) policies and procedures.
Process invoices timely and accurately for commodities/services for assigned Purchase Orders/DMS Invoices /Private and DMS leases through FLAIR and the Ariba on Demand for a program area. Ensure payments are processed in accordance with Florida Statutes, Purchase Order/Contract requirements, DFS rules and regulations, and DOR policies and procedures.
Approve daily Purchasing Card (P-Card) charges through the “WORKS’ system; review transactions ensuring compliance to DOR’s Purchasing Card Guide procedures, DFS rules, and operational accounting procedures. Responsible for working with purchasing card approvers to resolve issues related to P-Card charges.
Perform monthly reconciliations of vendor encumbrances in accordance with operational accounting procedures. Ensure all supporting documentation required for a complete and accurate audit trail of all payments and/or adjustments is maintained.
Responsible for maintaining desk files and general office files in accordance with standard office procedures.
Responsible for working closely with program staff and vendors to ensure payments are processed timely and accurately and to resolve issues involving purchase orders, contracts, invoices, encumbrances, requisitions, etc.
Process certified forward reviews and transactions relative to fiscal year end obligations.
MINIMUM REQUIREMENTS:
- Two years of professional or non-professional accounting experience.
- Two years of experience working in the Microsoft Office Suite.
- Two years of experience working in Excel.
SUBSTITUTIONS:
- A bachelor's degree from an accredited college or university with a major in accounting or related fields; OR
- An AA degree with at least 1 accounting course and 1 year of professional or non-professional accounting experience.
PREFERENCES:
- One year or more of accounts payable experience.
- One year or more of experience interpreting laws, rules, policy, or procedures.
- One year or more of experience using any accounting system.
SPECIAL NOTES:
- Applicant will be hired at the minimum annual salary.
- This position is located in Tallahassee, FL.
- This position is not eligible for telework.
