The Work You Will Do:
DEP’s Office of Technology and Information Services (OTIS) is currently recruiting for an Application Systems Programmer I as part of the Application Maintenance Services team. The incumbent of this position will represent OTIS and must be helpful, cooperative, polite, respectful, and courteous at all times in the interactions with customers.

Your Specific Responsibilities:
Specific duties and responsibilities include:
- Assist developers, analysts, and designers in conceptualizing and development of software programs and applications.
- Consistently write, translate, and code software programs and applications according to specifications.
- Run and monitor software performance tests on new and existing programs for the purposes of correcting errors, isolating areas for improvement, and general debugging.
- Conduct research on emerging application development software products, languages, and standards in support of procurement and development efforts.
- Recommend, schedule, and perform software improvements and upgrades.
- Liaise with network administrators, systems analysts, and software engineers to assist in resolving problems with software products or company software systems.
- Evaluate documented resolutions and analyze trends for ways to prevent repeated future problems.
- Communicate application problems and issues to key stakeholders, including management, development teams, end users, and unit leaders.
- Maintain and enhance performance of all new and existing software and applications across the organization.
- Participate in the design, development, and delivery of software development training programs and individual classes.
- Manage and/or provide guidance to junior members of the team

Preference will be given to applicants who exhibit knowledge of or a familiarity with the following Knowledge, Skills, and Abilities:
- Working technical knowledge involving the following programming languages: PHP, Oracle PL/SQL, Oracle Forms, and/or Classic ASP
- Experience with Oracle databases with the capability to write complex queries and develop complex PL/SQL database objects, including both DML and DDL.
- Knowledge of relational and object-oriented database designs
- Experience with database query tools (i.e., TOAD, SQL Developer, SQL Navigator)
- Solid working knowledge of web development, including experience working leveraging XML, HTML, CSS, JavaScript, and AJAX
- Experience with JavaScript frameworks, such as JQuery or AngularJS
- Experience with responsive design frameworks, preferably Bootstrap
- Experience using code repositories, preferably Git
- Experience using continuous integration tools, preferably Jenkins
- Proven experience with troubleshooting principles, methodologies, and issue resolution techniques
- Ability to be creative, to use sound judgment, and to display foresight to identify potential problems and design/specifications and assigned application software systems
- Familiarity with Agile Development, specifically Scrum, Extreme Programming (XP) and Kanban
- Knowledge of Information Systems Development Methodology (ISDM)
- Knowledge of trends in technology relating to software applications
- Excellent written, oral, interpersonal, and presentation skills
- Ability to work well under pressure and meet deadlines without sacrificing quality
- Ability to determine work priorities and ensure proper completion of work assignments
- Keen attention to detail
- Ability to present ideas in business-friendly and user-friendly language

Required Qualifications:
College diploma or university degree in the field of computer science, information systems, information technology, or related IT field of study;
OR
four years of equivalent work experience accumulated within the last five years;
OR
any combination of postsecondary education or verifiable related experience, as described above, for a total of four years.
