MINIMUM REQUIREMENTS: 

 

A bachelor's degree from an accredited college or university and five (5) years of experience in computer systems analysis and/or computer programming, two (2) years of which must have been in systems programming; or

 

 

A bachelor's degree from an accredited college or university with a major in one of the computer sciences or management information systems and four (4) years of experience in computer systems analysis, and/or computer programming, two (2) years of which must have been in systems programming; or

 

 

A master's degree from an accredited college or university in one of the computer sciences or management information systems and three (3) years of experience in computer systems analysis, and/or computer programming, two (2) years of which must have been in systems programming; or

 

 

A doctorate from an accredited college or university in one of the computer sciences or management information systems and two (2) years of experience in systems programming; or

 

 

Six (6) years of experience in computer systems analysis and/or computer programming, two (2) years of which must have been in systems programming and either (1) completion of a 720 classroom hour program of study from a vocational/technical school or accredited community college in an area of data processing (excluding data entry), or (2) 60 semester or 90 quarter hours of college course work from an accredited institution which includes four courses in computer science or management information systems.

 

 

Experience in computer systems analysis and/or computer programming can substitute on a year-for-year basis for the required college education. 

 

 

Completion of a one-year program of study from a vocational/technical school in an area of data processing (excluding data entry) can substitute for one (1) year of the required computer systems analysis and/or computer programming experience.

 

 

Requires possession of a valid Class E driver license.

JOB DUTIES:

 

Application Development and Maintenance

Leads the development, modification, and maintenance of new and existing applications or systems, including custom .NET applications, Oracle Apex, Microsoft Dynamics 365 Case Management, and the Microsoft Power Platform. Coordinates and/or participates in application/development support on project teams to define and analyze user needs related to database applications. Assists in designing, developing, supporting, and maintaining information technology systems employing relational database technology in both client-server and web-based environments. As appropriate, this role assists in integrating information technology applications and interfacing with external agencies.

 

Develops and documents standards for the use, control, updating, and maintenance of Oracle and Microsoft database systems. Write T-SQL and/or PL/SQL Stored Procedures, Functions, Packages, and Database Triggers as needed to augment security and performance requirements of applications developed. Prepares supporting documentation for associated databases and related subsystems. Briefs management on the status of assigned projects, provides application training and support to end-users, creates and provides ad hoc queries and reports as requested, and creates and maintains data models and schemas.

 

Collaboration and Prototyping

Collaborates with business users to clarify requirements and recommend efficient solutions. Creates application prototypes for complex requests to secure user buy-in before development. The incumbent translates requirements into technical specifications for approval, development, testing, and code review, and designs user interfaces for review and approval by stakeholders.

 

Leads application architecture planning and design, making decisions on frameworks and development patterns. Provides documentation on recommendations, pros and cons, and risk mitigation strategies, and assists management in evaluating system impacts from legislative changes to determine necessary IT actions.

 

Interpreting Business Needs

Translates business and technical requirements into an architectural blueprint to achieve business objectives, documenting all solution architecture design and analysis work. Work closely with product owners and managers to ensure a robust framework that supports future business needs throughout the product lifecycle. Understands business drivers and capabilities, determining enterprise solution designs and changes needed to achieve targeted outcomes.

 

Documentation and Research

Writes and maintains application documentation (specifications, process flows, etc.) for reference and tracking purposes and makes changes to documentation as future modifications to the application are made. Checks code into source control tools, which track and monitor when code is changed and link bugs to a particular line of code to facilitate future modifications and assist with regression testing. Ensures that other developers are checking code into source control tools.

 

Conducts research and evaluates new technologies proactively and as assigned to help the division improve the efficiency, security, and effectiveness of technology resources. Develops proof of concepts for technology researched, including technology researched by other staff, identifying how technology can be of benefit, pros and cons, etc., to assist management in making the best possible decisions. Provides mentoring and guidance to co-workers in solving software development problems and any other issues that occur during the project lifecycle. Performs other related duties as assigned.

 

KNOWLEDGE, SKILLS, AND ABILITIES:

 

  • Experience with various programming languages such as C#, VB, Java, JavaScript, .NET, Python, Ruby, Go, PHP
  • Knowledge of version control tools such as: GitHub, Bitbucket, Azure DevOps, or Git
  • Experience working with various databases such as: SQL, Oracle, Aurora, Azure, and Data Warehouse
  • Skill in Object-Oriented programming principles and best practices
  • Skill in using integrated development environment tools such as Visual Studio or VS Studio Code
  • Skill in relational database design for environments such as Oracle 12c or higher, Microsoft SQL 2016 or higher, and Dataverse.
  • Knowledge of the concepts and theories of data processing and data communications.
  • Knowledge of project management and application development methodologies such as Agile, Waterfall, and Feature Driven Design.
  • Knowledge of data privacy and protection frameworks, laws, rules, and best practices
  • Skill in using code quality and analysis tools such as ReSharper, SonarQube, or StyleCop.Analyzers
  • Ability to provide technical and instructional assistance to application users. 
  • Ability to define and analyze end user’s needs, and design and develop a system to satisfy the needs.
  • Skilled in written and verbal communications.
