The incumbent in this position provides managerial and technical support to the AST’s Backup & Recovery Section that provides data protection and data archival services to internal and external customers.

Minimum Qualifications:

  • A bachelor's degree from an accredited college or university and two (2) years of experience supervising technical support staff.
  • Experience as described above can substitute on a year-for-year basis for the required college education.


Preference will be given to applicants with a technology-related degree.

Salary will be based on the State of Florida minimum pay grade for the position.  Consideration may also be given to an applicant’s relevant knowledge, skills, abilities and available agency funds.

Duties and Responsibilities:

The incumbent in this position is a technical leader and is responsible for managing one or more managed service areas within the Bureau of Core Services at the Agency for State Technology.  Additionally, the incumbent in this position is responsible for supporting all lifecycle stages of a service area’s product(s) including, but not limited to:  planning, development, enhancements, monitoring, quality assurance, customer service, and financial performance.  Additionally, the incumbent is responsible for working with senior management to define the technical and strategic direction for the service area.

The specific service area under this position is the Backup & Recovery Section.  Products include:

  • Data Protection Services
  • Data Archival Services

Specific Duties include, but are not limited to:

  • Product Delivery:
  • Architect and design technical solutions to support the service area
  • Ensure that systems are properly maintained, secured, and controlled, including the application of upgrades, service packs, patches, firmware, configuration backups, and maintenance agreements
  • Perform technical systems management functions as required
  • Identify opportunities to avoid and reduce costs
  • Install, configure and administer data de-duplication systems, HBAs, storage fabric switches, backup libraries, backup media  and associated backup software
  • Install, configure and administer archive systems, archive appliances, archive media, and associated archive software
  • Troubleshoot and resolve performance issues
  • Support the goals and activities of the Bureau and other internal and external customers


  • Supervise subordinate employees, perform personnel evaluation and planning, and initiate staff personnel actions
  • Supervise technical staff and ensure timely processing of customer requests related to backup, restore, and capacity
  • Supervise technical staff and ensure timely processing of customer requests related to archive, recall, and capacity
  • Act as subject matter expert on all service-related issues
  • Act as primary technical lead for major agency initiatives
  • Remain current with industry trends and practices, and mentor staff as appropriate


  • Product Planning & Development:
  • Assist in the planning, coordination, and direction of internal and external initiatives, such as enterprise solution development efforts and statewide Data Center Consolidation (DCC)
  • Conduct meetings with agencies, customers and stakeholders to define needs and develop and refine products
  • Perform technical research, competitive analysis, risk analysis, cost analysis, feasibility studies, and the like to support the cost-effective and efficient development of technical solutions
  • Define scope of product delivery and cost recovery method
  • Position products for all eligible users and define effective marketing plans
  • Support the development and review of Service Level Agreements
  • Develop and implement product-related process and procedures
  • Participate in various technical workgroups and committees
  • Assist with strategic planning, capacity management, usage and cost forecasting for cost allocation and rate setting
  • Produce policies, procedures and documentation


  • Product Monitoring, Enhancement & Quality Assurance:
  • Maintain accurate inventory of systems and capacity
  • Monitor and measure the product implementation and delivery to ensure quality, timely, and cost-effective delivery
  • Monitor the service areas for availability, performance and security
  • Proactively address issues to safeguard overall health and availability of services
  • Ensure quality Customer Service
  • Ensure adherence to Service Level Agreements
  • Effectively manage and resolve any product issues in a timely manner
  • Work with the product delivery team to continually improve the product
  • Develop and update Operational Work Plans
  • Assess and test ability to recover data and systems
  • Participate in COOP and Disaster Recovery planning and exercises

  • Knowledge of network security concepts and techniques

  • Knowledge of TCP/IP concepts and configuration

  • Working knowledge of Windows and Open Systems operating systems
  • Working knowledge of virtualization technologies (VMware, Hyper-V)
  • Knowledge and skill in hardware and software problem detection, isolation, and resolution
