The Florida Department of Management Services (DMS) is a customer-oriented agency responsible for managing various business-related functions throughout state government. Under the direction of Governor Rick Scott and DMS’ Executive Leadership Team, the agency oversees the real estate, procurement, human resources, group insurance, retirement, telecommunications, private prisons, and fleet and federal property assistance programs utilized throughout Florida’s state government. The Department of Management Services is relied upon to establish, maintain and improve the business processes used by state employees to create a better, not bigger government.  The Department of Management Services facilitates the delivery of these programs and services and provides tools and training to bolster the efficiency and effectiveness of the state’s workforce. Position responsibilities:

This is a position for a professional with fleet experience. Duties performed include:

  • Maintaining an inventory of assets waiting to be sold via online auction, coordinate with agency vehicle custodians to verify condition and location of asset, and if determined, instructions to move asset to predetermined locations.
  • Receiving, inspecting and preparing assets to be listed online.  This can include, but not limited to: directing tow company and state employees delivering assets, starting and moving assets, performing and documenting a basic operational inspection, taking quality photos of each asset, removing decals and license plates and securing assets. 
  • Creating accurate listings for each asset using auction vendor’s online auction application.  Incumbent will enter asset description and condition, inspection dates, results of asset operational inspection, photos, auction dates and calculate reserve prices.  Attend asset pre-sale inspection appointments with prospective buyers and professionally respond to any questions received during listing period by potential buyers.
  • Post auction duties will include:  Contacting winning bidders immediately with detailed information on payment, pickup and removal options, collecting payments pursuant to DMS Finance and Accounting and Department of Financial Service’s procedures, completing and delivering asset titles and keys, running reports from the online auctioneer.
  • Managing and updating all reports and databases: results spreadsheet, online auctioneer spreadsheet, FLEET, and disposal system.
  • Assisting the Fleet Administrator by responding to incoming calls and e-mails to the Fleet Help Desk.  The incumbent will walk customers through the problem solving process, follow up with customers, provide feedback and see the problems through to resolution.
  • Referring Fleet user service requests/problems to fleet technical support staff when said event cannot be fully resolved by the incumbent and properly escalate unresolved problems to the Fleet Administrator. 
  • Managing the invoicing and accounts receivable (AR) for the Fleet service charges pursuant to DMS Finance and Accounting and Department of Financial Services procedures.
  • Responsible for monthly DMS safety inspections.
  • Serves as the property custodian delegate for Fleet Management’s tangible property; conducts annual inventory.

Knowledge, Skills and Abilities:

  • Working knowledge of the state’s Florida Equipment Electronic Tracking (FLEET) System
  • Working knowledge of online auction services preferred
  • Microsoft Office (Word, Excel, PowerPoint)
  • Ability to work outside during inclement weather
  • Ability to operate vehicle boost unit (jump box)
  • Ability to evaluate vehicle and asset condition
  • Ability to communicate clearly and effectively using excellent customer service skills

Minimum Qualifications:

  • At least 1 year of fleet related experience.
  • An associate’s degree from a college or university OR two years of professional fiscal or administrative experience.  Professional experience as described above can substitute on a year-for-year basis for the required college education.
  • Inventory management or asset tracking and accountability experience.
  • Valid Driver’s License.

Preferred Qualifications:

  • Knowledge of the state’s Florida Equipment Electronic Tracking (FLEET) System
  • Knowledge of automotive sales
  • Knowledge of online auction or retail vehicle sales
