Position Overview and Responsibilities:
The Principal Technology Project Oversight Specialist, reporting to the Program Management and Oversight Administrator, is a vital role focusing on the oversight of complex enterprise technology projects and development and implementation of enterprise training initiatives. This position requires a strong background in project management combined with experience in development and execution of project management training.
Key Responsibilities:
- Perform oversight of multiple, large state technology projects including independent analysis, review and reporting on a technology project’s scope, schedule, and budget while quantifying variances, and identifying issues and risks threatening the successful and timely completion of the project.
- Serve as a subject-matter expert in project management and oversight. Provide guidance on project management and oversight best practices and standard processes. Develop training content for new and experienced Project Managers across the state enterprise. Execute project management training courses and content in person and virtually in support of the state enterprise.
- Leverage servant leadership qualities to successfully oversee external agency-partner projects, ensuring their timely and successful completion in a manner that builds partner relationships and gains stakeholder trust. Includes facilitating the resolution of conflicts, monitoring and reporting individual and enterprise project or program status, issues, and risks to executive management.
- Perform advanced business analysis activities that address communicated needs provided by external stakeholders and customers. Includes deep-dive recommendations for primary and alternate solutions that serve as the business case for future projects.

Knowledge, skills and abilities, including utilization of equipment, required for the position:
Knowledge:
• Comprehensive understanding of project management principles and practices.
• Knowledge of enterprise IT systems and technologies.
• Familiarity with project management methodologies and frameworks.
• Understanding of procurement, contract management, and budgeting processes
Skills:
• Skilled in overseeing and managing IT projects and programs.
• Proficient in tracking, reporting, and managing project progress, costs, and schedules.
• Competency in technical review and providing guidance on technology projects and related initiatives.
• Skilled at developing and delivering Project Management course content.
Abilities:
• Ability to develop and monitor service level agreements and implementation plans for Enterprise Technology projects.
• Capable of generating comprehensive reports for department initiatives.
• Aptitude for translating complex information for decision-making purposes.
• Ability to manage multiple projects simultaneously while maintaining attention to detail.
• Ability to communicate effectively verbally and in writing to a broad range of internal and external stakeholders, utilizing discernment and discretion based on audience.
Minimum Qualifications:
• Project Management Professional (PMP) certification is required
• Must have at least five years of experience successfully managing IT projects through the entire project lifecycle which includes monitoring and reporting project status, issues, and risks to executive management.
• Must have at least one year of experience performing oversight of large IT projects or providing professional consultation to large IT projects
Preferred Qualifications:
• PMI-ACP certification or other agile project management certification such as a Certified ScrumMaster®
Desirable education:
• Bachelor’s degree in Information Technology, or related field.
