Position Overview and Responsibilities:

The Data Architect is responsible for designing and implementing scalable, secure, and standards-based data architectures that enable federated data sharing across all state agencies. This role leads technical efforts to integrate distributed data sources while preserving agency autonomy, ensuring interoperability, and supporting enterprise analytics, service delivery, and innovation. Working under the Chief Data Officer, this position plays a central role in building the data infrastructure necessary to power citizen- and mission-centric solutions statewide.
The ideal candidate has experience developing scalable and secure data architectures, building reusable integration patterns, and leading the implementation of data pipelines, platforms, and services that enable cross-agency interoperability. The role ensures data is discoverable, governed, and compliant with privacy and security standards while supporting real-time and batch data exchanges.

 

Key Responsibilities:

•    Design and maintain a federated data architecture that supports secure, standards-based data exchange across diverse agency systems.
•    Develop reusable data integration patterns and technical frameworks to enable near real-time and batch data sharing, leveraging APIs, services, data hubs, or data mesh principles as appropriate.
•    Lead the implementation of enterprise data pipelines, data lakes/lakehouses, and shared analytics environments in collaboration with agency partners.
•    Define technical standards for data modeling, metadata, lineage, and data cataloging to support discoverability and interoperability.
•    Collaborate with data stewards, privacy officers, and security teams to ensure data sharing adheres to legal, security, and regulatory frameworks (e.g., HIPAA, CJIS, PCI).
•    Provide technical leadership in the development and adoption of master data management (MDM), identity resolution, and common entity frameworks (e.g., person, location, case)
•    Support data engineers and solution architects in building cross-agency integrations that power enterprise platforms and citizen-facing services.
•    Evaluate and recommend technologies that support scalable, resilient, and cost-effective data architecture aligned with state IT strategies.
•    Participate in data governance councils and represent technical architecture perspectives in interagency working groups.

Minimum Qualifications:

•    Bachelor’s degree in Computer Science, Information Systems, Data Engineering, or a related field (or equivalent experience).
•    3-5 years of experience in data architecture and/or data engineering, with a focus on distributed or federated data systems.
•    Deep understanding of data security, governance, and privacy principles.
•    Ability to communicate complex technical concepts to non-technical audiences and collaborate across organizational boundaries.
•    Proven ability to communicate and collaborate with both technical and non-technical stakeholders.
•    Strong analytical, documentation, and problem-solving skills.

 


Preferred Qualifications:

•    Strong proficiency in designing and implementing enterprise data pipelines using tools such as Apache NiFi, Kafka, Spark, dbt, or similar platforms.
•    Experience with cloud platforms (e.g., AWS, Azure, GCP) and hybrid environments, particularly in public sector settings.
