The incumbent will be working in the Submerged Lands & Environmental Resources Coordination (SLERC) Program.  The SLERC Program is responsible for the consistent implementation of the Environmental Resource Permitting (ERP) Program, and the State 404 Program (after EPA approval) statewide. 


The ERP Program regulates activities in, on or over surface waters or wetlands, as well as any activity involving the alteration of surface water flows. The State 404 Program regulates dredge and fill activities under Section 404 of the Clean Water Act. The incumbent would be responsible for developing and assisting with the development of rules, procedures, guidance and training materials/presentations for Department and Water Management District staff for regulatory and proprietary rules/statutes regarding the ERP and State 404 Program process. The incumbent will also work to identify improvements and consistency initiatives that can be implemented within the Program.


Routine travel is required to training sites, meetings, and conferences. Field evaluations will take place under all types of weather conditions and may involve traversing rough terrain.


Specific Duties of the Position:

  • Implements Environmental Resource Permitting (ERP) and State 404 Program regulatory training programs conducted by the Submerged Lands and Environmental Resource Coordination Program, especially those implemented under the authorities of Chapters 403 and 373, F.S., including the rules of the Department and the water management districts adopted thereunder.
  • Coordinates and assists in development of program procedures related to the Federal Endangered Species Act and the State 404 Program.
  • Attends meetings, workshops, and conferences to develop and provide training related to the ERP and State 404 Programs.
  • Provides guidance and technical assistance to district staff and the general public in the form of written and oral communication, and reviews and comments on various issues affecting the regulatory programs implemented by the Program.
  • Assists with the development and review of rules and legislation related to the statewide regulatory programs implemented by the Program.
  • Assists with the development of public education materials and presentations related to the Program’s regulatory responsibilities.
  • Assists with field evaluations and application reviews when needed.
  • Assists in ensuring programmatic consistency amongst the Department’s district offices, water management districts, and local delegated counties.
  • Establishes and maintains positive and productive working relationships with agency colleagues as well as water management district staff.
  • Coordinates with other state, tribal, and federal agencies, such as the State Historic Preservation Office, Florida Fish and Wildlife Conservation Commission, Florida Department of Transportation, Seminole Tribe of Florida, Miccosukee Tribe of Indians of Florida, US Fish and Wildlife Service, US Environmental Protection Agency, US Army Corps of Engineers, etc., as required.
  • Other duties as assigned.


Knowledge/Skills/Abilities (KSAs):

  • Minimum of three years of experience related to the Environmental Resource Permitting (ERP) Program (permitting, compliance, enforcement and state lands) or similar state or Federal Section 404 dredge and fill program experience.
  • Experience with Florida’s Delineation of the Landward Extent of Wetlands and Surface Waters rule, Chapter 62-340, Florida Administrative Code.
  • Experience with Florida’s Uniform Mitigation Assessment Method rule, Chapter 62-345, Florida Administrative Code.
  • Experience with the rules and statutes governing the State’s regulatory and proprietary programs.
  • Ability to represent the Department and provide public outreach.
  • Ability to provide effective presentations to staff and the public.
  • Ability to prepare clear, concise, and articulate procedures, rules, letters, and presentation materials.
  • Possess excellent written and verbal communication skills.
  • Possess excellent organization and coordination skills.
  • Possess good training techniques and principles.
  • Possess analytical capabilities.
  • Ability to work independently.
  • Ability to establish and maintain effective working relationships with staff, other agencies, and the public.

Minimum Qualifications:

  • Bachelor's or advanced degree in physical or natural sciences relative to environmental and wetland resources.
  • Minimum of three years of professional experience in the field of environmental regulation, environmental or land management, habitat restoration, or biological sciences.
  • Working knowledge of or experience with the federal Endangered Species Act as it relates to dredge and fill permitting under Section 404 of the Clean Water Act.
  • Valid driver's license.


Proposed Salary Range: $41,000.00 - $60,000 Salary commensurate with education and experience.
