POSITION DESCRIPTION: Provides user support for estimating sytems, Design Quanity Estimates (DQE), Long Range Estimates (LRE), ProjectSuite Enterprise Edition (PSEE) to Florida Department of Transportation (FDOT) staff and external customers. Grants security access to users based upon approved Automated Access Request Form (AARF) requests. Provides training. Researches and resolves system related user issues.


Performs new software development related tasks. Drafts system enhancement requirements. Gathers new system requirements. Serves as liaison between user offices, Office of Information Technology (OIT) staff and vendor staff, as appropriate. Provides technical assistance and document system deliverables. Performs needed testing. Researches system deficiencies. Recommends resolutions. Manages data consistency during conversion and migration efforts.


Performs design and development of data collection web applications utilizing Microsoft Visual Studio.  Acts as liaison to the Office of Information Technology (OIT) staff on in-house rapid technology solutions for the Program Management Office.  Performs initial trouble shooting of existing Program Management applications.


Reviews requests for new reports. Develops and maintains WebFocus reports. Provides support to users accessing and running etimates related reports. Maintains dashboard where reports are accessed by District and Central Office staff.


Assists with data quality and consistency needs by documenting metadata for use during data queries, for reporting purposes, on all data fields within the Program Management applications.


Activates pay items for use. Updates the Master Pay Item List as appropriate. Assists District staff with pay item selection and using proper pay item structure per the Basis of Estimates (BOE) Manual.


Prepares presentations and training materials; delivers presentations and training sessions in-person and via teleconferences for estimates applications.


Provides Decision Support System (DSS) Data support for data extracts and related reports. Serves as backup for Market Analysis data extracts, analysis and reports.


Provides support to the Estimates Section for maintaining the Sharepoint webpages. Assists District Estimates staff with accessing estimate related documents and information placed on the Sharepoint site.


Assists with generating and analyzing data for Cost Trends, Price Trends, and other cost history reports.


Assists with the facilitation of the monthly Estimates Issues Group statewide estimates meetings.


KNOWLEDGE, SKILLS AND ABILITIES:  Knowledge of basic concepts and terminology of highway construction engineering; Knowledge of roadway and bridge; construction cost estimation methodologies; Knowledge of Web Focus Managed Reporting Environment (MRE); Knowledge of SQL Server Reporting Services (SSRS); Knowledge of relational database structures, i.e. MsSQL Server, Oracle, or DB2; Knowledge of web design and maintenance; Skilled in developing and maintaining web reports, and reports with drill-down; functionality; Skilled in developing websites, Hyper Text Markup Language (HTML) launch pages, Visual Basic, and in using JavaScript validation; Skilled in the usage of Microsoft Access, Excel, Word, and PowerPoint or similar software; Skilled in using SharePoint and maintaining dashboards for accessing reports by end users; Ability to communicate engineering information effectively and to explain complex material to non-Information Technology (IT) personnel; Ability to deliver effective presentations; Ability to develop and deliver training sessions in person and via GoToMeeting format.   


MINIMUM QUALIFICATIONS: A High School or its equivalent and two years of relevant employment experience or; an  Associate’s degree from an accredited college or university or; two years of higher education with a cumulative of 48 semester hours or 72 quarter hours.
