GENERAL DESCRIPTION:

This is a professional position of significant scope and complexity, requiring independent judgment while performing technical, analytical/accounting and customer service functions relating to the validation and payment of Lottery prizes. Under the general supervision of a higher-level accounting supervisor, the incumbent assigned to this position is responsible for carrying out the duties for Player Disbursements, in accordance with established policies and procedures.

CUSTOMER SERVICE DUTIES

  • Provide guidance and support to District Offices and Headquarters staff relating to the processing of claims for validation and payment using the prize payment system.
  • Ensure responses to player and retailer inquiries are provided and that oral and written responses are accurate and timely.

 

ADMINISTRATION OF PAYMENTS TO CLAIMANTS

  • Administer tracking system for incoming tickets to ensure timely payment.
  • Perform functions necessary to process scratch off and on-line top prize winners.
  • Review claim documentation for residency and IRS tax reporting information ensuring the proper tax amount is withheld.
  • Evaluate a variety of prize validation and payment problems and determine the appropriate course of action for resolution.
  • Draft and proof internal/external correspondence.
  • Draft procedures for player promotions.  Validate and/or pay claims for promotional payments as needed. 
  • Assist in the payment of game related merchandise.
  • Assist in opening mail, under dual control, from players and district offices, as needed.
  • Perform audits of claims paid by District Offices.

 

COLLECTION AND TRANSFER OF STATE OWED DEBTS

  • Review, analyze and coordinate the collection of funds for State Owed Debts for claims paid at Headquarters and the District Offices.
  • Ensure payments to other state agencies for debt collected is transmitted timely and accurately.

 

FINANCIAL ANALYSIS AND REPORTING

  • Creation and management of computer data files using a variety of software applications and databases.
  • Assign and resolve hold codes in the prize payment system for claims/tickets pending validation and payment.
  • Initiate, perform in-depth research and make recommendation for prize payment for problem claim issues.
  • Recommend and draft changes to established procedures to increase efficiency and enhance productivity and implement approved changes.
  • Maintain records concerning job related activities and recommend changes to improve the work environment with emphasis on productivity and efficiency.
  • Perform special projects related to departmental goals and objectives.
  • Performs other tasks or duties as directed to support the requirements of the Florida Lottery.

  • Intermediate skills in Microsoft® Products including WORD, EXCEL and ACCESS.

  • Broad knowledge of customer service techniques.
  • Ability to provide effective written and verbal business communication.

  • Knowledge of office procedures and practices.
  • Ability to manage information of a confidential or proprietary nature.
  • Knowledge and understanding of the Prompt Payment Law, Section 215.422, Florida Statutes as it applies to vendor invoices and employee reimbursements.-Knowledge of routine office procedures and practices.

 

MINIMUM QUALIFICATIONS:

Four (4) years of professional accounting experience that includes the handling of financial records resulting in the generation of financial statements.

 

An Associate's or Bachelor's degree from an accredited college or university with a major in business, accounting, finance or a related field of study may substitute for the required experience on a year for year basis.
