The Florida Department of Management Services (DMS) is a customer-oriented agency responsible for managing the various business and workforce-related functions of state government. Under the direction of Governor Ron DeSantis and DMS’ Executive Leadership Team, the agency oversees the real estate, procurement, human resources, group insurance, retirement, technology, private prisons, and fleet and federal property assistance programs utilized throughout Florida’s state government. DMS is relied upon to establish, maintain and improve the business processes used by state employees to create a better, not bigger government.  DMS facilitates the delivery of these programs and services and provides tools and training to bolster the efficiency and effectiveness of the state’s workforce. Position responsibilities:
This position is a support role for the Chief Data Officer.

  • Review and catalog data management practices at state agencies.
  • Determine the effectiveness of data management practices and create processes and strategies for data management improvement aligned with state business objectives.
  • Support agency data steward efforts including collection and cultivation of metadata, master data, reference data and data linkage efforts.
  • Support data use license creation processes and guidelines.
  • Support agency use of business analysis, data analytics and machine learning for data-driven and/or data-informed policy decisions.
  • Support data management rule creation.
  • Support agency data management assessments.
  • Support Strategic Planning Coordinators in review of Legislative Budget Requests.
  • Other duties as requested by from the Chief Data Officer.  

Knowledge, Skills and Abilities:

  • Knowledge of data management principals and best practices.
  • Knowledge of business intelligence software and application of such software.
  • Ability to understand data analysis, machine learning, assess data management maturity and create improvement plans to ensure required data quality in support of business objectives.
  • Ability to understand and apply laws, rules, regulations, policies and procedures, data management principals and best practices.
  • Ability to work independently and in a group.
  • Ability to understand and apply Federal, State, or Commission rules, regulations, policies and procedures relating to data management including but not limited to data security and data compliance.
  • Ability to plan, organize, present to a group, and coordinate and ensure timely completion of work assignments.
  • Ability to communicate effectively verbally and in writing.
  • Ability to establish and maintain effective working relationships with others.
  • This position requires sedentary work and repetitve motion.

Minimum Qualifications:

  • Highschool diploma or equivalent
  • Experience with audit and/or review of operational processes and procedures
  • Knowledge of data management practices and the best application of said practices
  • Experience using business analysis tools and/or data analysis tools and/or machine learning
