JOB DESCRIPTION:
This position provides a variety of accounting skills and performs balancing operations. As a supervisor, the incumbent must communicate with, motivate, provide or coordinate training, and direct the work of his/her subordinates. In addition, the employee must complete timely performance appraisals, develop timely and accurate work plans, and timely approve monthly attendance and leave for each position under his/her direct report. Timesheets will be completed in the People First system by the 5th business day of the following month. The incumbent has the authority to make hiring recommendations as well as disciplinary recommendations.
DUTIES & RESPONSIBILITIES:
- Timely reconciliation, at least monthly, of the computerized Florida Accounting Information Resource (FLAIR) records for the Department of Education to the State CFO ledgers. This includes reconciliation of cash, disbursements, receipts and budget releases. Research problems and prepares or notifies the appropriate personnel to prepare the necessary corrections. Also, ensure that necessary corrections are timely entered by appropriate staff.
- Reconciles Textbook Bid, Publisher Instructional Materials fee, and property records monthly, or sooner if time permits. Reviews Division of Blind Services local account reconciliations and related trial balances monthly.
- Assists with the reconciliation of inter and intra agency transfers at least quarterly and confirms those with other agencies quarterly.
- Prepares the Publicly Traded Securities Report and submits it to the State Board of Administration (SBA) quarterly.
- Maintains Public Deposit Identification and Acknowledgment forms. Prepare, obtain the necessary signature and submit the Public Depositor Annual Report to the Chief Financial Officer by the due date.
- Prepares and timely submits the annual perquisites report.
- Assists with the preparation of financial statement forms and related analyses at the agency level for inclusion in the State of Florida Annual Comprehensive Financial Report (FACFR).
- Requests component unit financial information and submits required statements and forms to the Department of Financial Services (DFS) in accordance with FACFR guidelines.
- Assists with completion of the department’s Schedule Is (column A01) which are part of the Legislative Budget Requests (LBR).
- Submits annual property write-offs to the Department of Financial Services.
- Delinquent Accounts: Submits aged accounts receivable to the collection agency monthly; submits monthly accounts receivable write-offs to DFS; submits the monthly report from the collection agency to the various divisions for their review; submits annual Delinquent Report to the Senate, House and CFO; reconciles restitution and settlement agreement accounts monthly.
- Review and adjust cash balances between budget entities and/or grants within the fund.
- Maintain Accounts Receivable log. This includes ensuring backup documentation for all accounts receivables and setting up receivables for year-end closeout.
- Perform other assigned work within the Comptroller's office, as necessary.
KNOWLEDGE, SKILLS & ABILITIES
- Necessary skills include analyzing and interpreting financial reports from the Florida Accounting Information Resource (FLAIR) Subsystem, and using this information to reconcile the department’s accounting records to the records of the Central Accounting Component of the FLAIR Subsystem.
- Knowledge of the principles and practices of planning, administering or evaluating educational programs.
- Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.
- Ability to organize data into logical format for presentation in reports, documents and other written materials.

- Annual Leave - Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
