GOVERNMENT OPERATIONS CONSULTANT I (37000470)

The Florida Department of Environmental Protection, Division of Recreation and Parks, Bureau of Natural and Cultural Resources is seeking a highly motivated individual to serve as the GOC I (Administrative Assistant).

This position Performs professional accounting work by designing, implementing and maintaining accounting and budgeting records and procedures for FPS Bureau of Natural & Cultural Resources (BNCR). Maintains an accounting system(s) for Operating & Fixed Capital Outlay (FCO) budget categories for all units within BNCR.

Pay:

Your Specific Responsibilities:

Administration / Office Management

Assists the office staff in conducting daily administrative activities and tracking special projects or activities within the Bureau of Natural and Cultural Resources (BNCR) and the Office of Park Planning (OPP). Submits recommendations to the bureau chief concerning office efficiency, equipment needs and staffing requirements. Functions as the BNCR and OPP Liaison between staff and Land and Recreation’s Human Resources (HR) office; supports onboarding documentation and oversees new employee orientation procedures. Monitors office supplies and makes purchases as necessary. Performs special assignments, research and report preparation as requested. Updates webpages as needed.

Prepares, verifies, and processes personnel records and reports for the office’s career service and OPS staff..  as receptionist, sorts the mail, answers telephone; greets, announces and routes visitors. Maintains office calendar of events and travel. Provides overall management of the office personnel matters such as timesheets, work schedules, annual leave coordination.

Bookkeeping

Performs accounting/bookkeeping work by developing, implementing, and maintaining accounting and budgeting records and procedures for BNCR and OPP. Maintains an accounting system(s) for all budget categories for all units within BNCR and OPP. Maintains accurate records of all expenditures and balances. Responsibilities also include BNCR budget allocation, monitoring, & projections. Tracking of all account and expenditures using FLAIR, PPMTS, Quicken, and EXCEL spreadsheets. Prepares reports to accurately reflect expenditures, surpluses, deficits, and allocation adjustments for BNCR.

Provides instruction and support to parks, including but not limited to, FLAIR, MFMP, PPMTS, etc., regarding accounting/budget necessary to maintain budget financial integrity of an FPS budget including audits of expenditures. Makes recommendations regarding spending changes necessary to maintain budget. Ensures all vendors are paid in accordance with F.S. 215.422. Prepares & reviews PEAS reports.

Monitors and audits purchasing card transactions in the WORKS system. Assists BNCR with purchasing card transactions and submissions to ensure accuracy and consistency. Assists staff with P-cards, MFMP, e-Quotes and other purchasing methods. Serves as a Purchaser for BNCR.  Reviews bureau reconciliations for accuracy and reports any discrepancies.

Performs related work as required.

 

Required Knowledge, Skills, and Abilities:

Knowledge of:

  • Bookkeeping principles, practices and procedures.
  • Standard business formats and styles for letters and business forms.
  • General office procedures and practices.
  • Principles and techniques of effective verbal and written communications. 

Knowledge of and skill in:

  • Microsoft Office Suite including Excel, PowerPoint and Word.

Skill in:

  • Utilizing computer equipment, various software, and standard office equipment.

Ability to:  

  • Communicate clearly in writing.
  • Organize files and records (paper and digital).
  • Solve problems.
  • Work independently.
  • Establish and maintain effective working relationships with others.
  • Use correct spelling, punctuation and grammar.
  • Type letters, memoranda and other standard business forms in correct format.
