Requirements:

  • High School diploma or its equivalent.
  • Two (2) years of Human Resources experience within the State Personnel System (SPS).

 

 Preferences:

  • Knowledge of DMS Rules 60L-31 and 60L-32 pertaining to Classification Plan and Compensation/Benefits.
  • Ability to navigate through People First.
  • Knowledge of Classification and Pay.
  • Knowledge of DMS Rule 60L-35 pertaining to Performance Evaluation System.
  • Knowledge of Performance and Talent Management.
  • Knowledge of Uniform Allowance.
  • Knowledge of Financial Disclosure.
  • Experience using Visio.

 

MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of the principles of Classification and Pay and of People First Org Management functions.
  • Knowledge of the principles of the Performance Evaluation System and of People First Performance and Talent Management functions.   
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to the classification and pay program and performance evaluations. Specifically, Personnel Rules Chapter 60L-31 (Classification Plan) and Chapter 60L-32 (Compensation and Benefits); Chapter 60L-35 (Performance Evaluation System); Chapter 110, Florida Statutes (State Employment); and Collective Bargaining Agreements.
  • Ability to collect, evaluate and analyze data relating to classification and pay and performance evaluation functions.
  • Ability to organize data into logical format and utilize problem-solving and decision-making techniques.   
  • Ability to plan, organize and coordinate work assignments and work independently.
  • Ability to communicate effectively and recognize and satisfy customer needs.
  • Ability to prepare Data Warehouse and People First reports.   
  • Skill in operating personal computers, specifically Microsoft Office Word and Viso.

 

The salary for this position will be $55,000.08 annually.

 

Employees of the Department of Financial Services are paid on a monthly pay cycle. 

 

This position requires a security background check, including fingerprint as a condition of employment.

BRIEF DESCRIPTION OF DUTIES:

 

Analyzes and processes agency requests for reorganizations, reclassifications, supervisor changes, org code updates/changes, location moves and pay changes ensuring in compliance with Agency Policies, Department of Management Personnel Rules, Florida Statutes and Florida Administrative Code.  Reviews position descriptions for accuracy of duties and responsibilities including reporting relationship, class specification eligibility, and organizational structure. 

 

Ensures agency positions are classified in accordance with the Fair Labor Standards Act (FLSA).

 

Updates and maintains Divisions Organization Charts with Visio in accordance with actions processed.  Discuss discrepancies with the HR Liaisons or with Division management and work towards resolution of division’s requests.

 

Updates and maintains the Organizational Management segments of the People First (PF) system by processing all approved classification actions, ensuring the following (but not limited to the following) are correctly represented:  Position Attribute data; Pay Cycle data; Pay Additive data; Reporting Relationships; Budget Entity, Funding codes, Expansion Options; work location addresses, mailing addresses, phone numbers; Organizational Maintenance and Actions.

 

Reviews all position descriptions for financial disclosure and maintains the financial disclosure on the Ethics Commission website.  Provides notification to all employees required to file with the Commission.

 

Advises/Notifies Managers and HR Liaisons of approved classification and compensation actions. For any actions requiring DMS/OPB approval, provide Finance & Budget with necessary documentation/information (justification, CAR forms, PDs and organizational charts).

 

Serves as Performance and Talent Management Coordinator.  Provides assistance to managers regarding Performance Evaluation process.  Provides both Agency and Division reports from the Performance and Talent Management People First system as requested.

 

Performs other related duties as required.
