Job Title: OPERATIONS REVIEW SPECIALIST - 37010987

The Department of Environmental Protection, Office of Water Policy is seeking a qualified, team-work oriented individual with experience relating to water conservation, minimum flows and levels, water supply, water policy, or rule development. The ideal candidate would have subject-matter experience, strong organizational skills, show initiative, enjoy writing, and work well in a team environment.

DESCRIPTION

Assists the Department in implementation and periodic review of the DEP Water Resource Implementation Rule including development of measures for assessing performance, developing yearly status reports on plan implementation, and coordinating these activities with the Water Management Districts (WMDs).

Serves as a Department’s liaison to the WMDs and provides technical assistance with responding to requests for information and reviews of water supply issues and activities. Evaluates WMDs practices and helps develop and/or recommend procedures to assist the WMDs in operating more efficiently and effectively. Conducts evaluations of the WMDs water supply planning, projects and activities. Makes recommendations where additional evaluation is needed.

Plans, coordinates and/or presents statewide and regional conferences, meetings and workshops.

EDUCATION AND EXPERIENCE:

• A bachelor's degree from a college or university

• Two years of professional experience in an environmental field, with water quality or water quantity analysis preferred.

KNOWLEDGE, SKILLS AND ABILITIES (Essential)

• Knowledge of the methods of data collection and analysis.

• Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices.

• Ability to organize data into logical format for presentation in reports, documents and other written materials.

• Ability to conduct fact-finding research.

• Ability to utilize problem-solving techniques.

• Ability to work independently.

• Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.

• Ability to plan, organize and coordinate work assignments.

• Ability to write and review technical reports on topics such as water conservation and water policy.

• Ability to communicate effectively, with exemplary writing skills.

• Ability to establish and maintain effective working relationships with others.

KNOWLEDGE, SKILLS AND ABILITIES (Preferred)

• Experience with Geographic Information Systems (GIS) databases.

• Experience using Microsoft, including Word, Excel, Power Point, Outlook and Access.

 

Salary:  $40,000 - $45,000, commensurate with experience.
