This is a professional position which reports to the Agency Contract Administrator.  The incumbent must have extensive working knowledge of state procurement and contracting laws and must work independently, with minimal direction. 
Duties and responsibilities for this position are as follows:

Develops and processes procurement and contracting documents, including but not limited to:  Competitive Solicitations; Contracts; Agency, Grant and Settlement Agreements; Amendments; Requests for Quotes utilizing MFMP eQuote; Requests for Information; and Single Sources. 

Administers competitive solicitations, including but not limited to: participating in vendor conferences; participating in formal bid openings; reviewing results of evaluations and recommended awards; participating in negotiations; and participating in settlement conferences or other meetings required in the event of vendor protest.

Drafts and/or reviews scopes of service and provides advice and suggested language changes as appropriate.  Ensures all scopes of service are in compliance with applicable laws, rules, policies, and good purchasing practices.  Meets with appropriate program office staff, as needed, to ensure a full understanding of scope of service, program, purpose of contract, etc.  Reviews contract audits with Agency contract managers and processes amendments when required.

Provides technical assistance to contract managers and management regarding solicitation development, procurement methods and rules and regulations.  Assists in resolving complex contracting issues.  Compiles statistical data and prepares special reports as requested by management.  Brings administrative matters to the supervisor’s attention as appropriate. 

Performs annual contract manager file reviews, including finding deficiencies; assisting contract managers with development of corrective action plans; and ensuring follow up on corrective action plans, as appropriate.

Assists in the development and administration of the Agency Contract Manager training program, including developing training materials; conducting training; and providing updates, as necessary, on changes to procurement and contracting rules, laws, policies and procedures.

Keeps abreast of changes in law and rule affecting procurement and/or contract administration.  Ensures the review and update, development and implementation as appropriate, of all Agency procurement, and contract administration policies, procedures, and trainings, ensuring incorporation of all applicable laws, rules and regulations.

Attends meetings, conferences, one-on-one sessions, etc. as needed.

Ensures assigned audit requests (Internal Audit, Auditor General, DFS, etc.) are responded to accurately and promptly.  Reviews audits with Agency contract managers and processes amendments when required.

Performs special projects and/or other related duties as required.

  • Ability to establish and maintain positive working relationships with others.

 

MINIMUM QUALIFICATIONS REQUIREMENTS

  • One (1) year of professional work experience in developing contracts and solicitations.
  • One (1) year of professional work experience in drafting and reviewing scopes of work.

 

LICENSURE, CERTIFICATION, OR REGISTRATION REQUIREMENTS

  • Florida Certified Contract Manager (FCCM) within one (1) year of starting this role
  • Florida Certified Contract Negotiator (FCCN) within eighteen (18) months of starting this role
