Source and Drinking Water Program


The Source and Drinking Water Program implements provisions of the Safe Drinking Water Act through regulation of public water systems. These regulations include the permitting of public water systems, regular water quality testing requirements, and physical plant inspections. The program is responsible for writing rules, developing policy, managing data and financial information, and overseeing special initiatives.


Duties and Responsibilities:


  • This is advanced and specialized environmental and engineering work. Duties involve implementing the State’s public water system supervision program in accordance with the Federal Safe Drinking Water Act, U.S. Environmental Protection Agency (USEPA) regulations, the Florida Safe Drinking Water Act and Department rules.


  • Provides oversight of the surface water treatment program within the state, including: assisting with development of rule amendments necessary to incorporate US EPA surface water treatment rules into FAC, maintaining the electronic SWTP MOR; performing SWTP compliance reviews.


  • Assists with the Area Wide Optimization Program (AWOP), including: continuing development of the AWOP advertising and recognition program; performing an annual review of the state's "Status Component"; participating in Comprehensive Performance Evaluations; developing and facilitating Performance Based Trainings; coordinating with Districts and Approved County Health Departments on AWOP issues; and responding to questions concerning AWOP.


  • Assist with UF-TREEO contract which involve Florida’s Water Agency Response Network (FlaWARN) funded via a federal EPA Homeland Security Grant.


  • Assist with critical water facility emergency response and recovery activities during state and federal declared emergencies. Assist with critical water facility security and emergency response outreach activities.


  • Assist with training and outreach to FDEP District Offices, DOH, ACHDs, as well as professional and technical conferences and operator training classes, as necessary, on topics related to Public Water System Vulnerability Assessment, Security, Emergency Response, and Post-Emergency Event Recovery Planning and Operations.


  • Assists with conducting reviews of public water system supervisor programs in the Districts and ACHDs to assure compliance with applicable rules and guidance and to assure consistency between these offices.

Knowledge, Skills, and Abilities:
