Florida Department of Children and Families ( is looking for an Application Area Manager to lead its Application Development and Support Services Team for the Executive Direction Application Services. This position will be located at the Department’s headquarters located in the Sunshine State Capitol City of Tallahassee, Florida.

The Application Area Manager is accountable for managing the application development and business analyst staff, in their performing requirements gathering and analysis, technical design, development, implementation and the on-going operational maintenance of the systems supporting the Executive Direction Application Services.  Through the implementation of new initiatives as well as continual improvement to existing processes, this position will ensure the quality delivery of applications supporting Department business processes and goals. As a member of the Information Technology (IT) management team, the Application Area Manager actively contributes to Service Strategy, Service Design, Service Transition, Service Operations, and Continual Service Improvement, in the planning and delivery of the services and products their respective systems provide.  As a trusted management and technical advisor to the Office of Information Technology Services (OITS) this individual translates Department goals into technology solutions, while balancing the appropriate compliance and operational requirements. This position acts as a positive agent of change and demonstrates a strong commitment to team development providing coaching and leadership to all levels of the IT organization. The Application Area Manager is accountable for managing and directing all EDS team members, and is responsible for performing all administrative and technical job duties with regard to the team. This position will engage in projects and support as required, serving as a manager and technical subject matter expert, as well as the primary escalation point between OITS and the customer concerning development and operations. The incumbent of this position will drive application strategy and organizational alignment within his or her area and be accountable for delivering high-quality, flexible, and timely application services. The individual selected is responsible for evaluating team strengths and weaknesses and the performance of individual team members in relation to job expectations and team responsibilities.  This person is expected to manage the application portfolio for this area of information technology, review project and maintenance requests to identify technical needs and changes, work with customers to prioritize needs, schedule initiatives within resources and priorities, and manage assigned human, technological, and financial resources successfully to deliver the customer-approved portfolio.  The successful candidate will be actively involved with all planning, requirements definition, design, and implementation activities for all technology work in his or her area of responsibility.


The essential functions include, but are not limited to the following

  • Manages team of technology professionals engaged in providing IT Application Development and Maintenance Services

  • Education Requirements
    • Minimum: Bachelor's degree in computer science, business or related field
  • Experience
    • Minimum:10+ years of IT business experience including application development and support services, large-scale application implementations and IT project governance
    • Minimum: 3+ years of IT contract and vendor management experience



  • Knowledge of object oriented/multi-tier solutions
