The Florida Commission on Human Relations is the state agency charged with enforcing the state’s civil rights laws and serves as a resource on human relations for the people of Florida. It is against Florida law to discriminate on the bases of race, color, religion, sex, national origin, age, disability, marital status or familial status. The Commission investigates complaints of discrimination in the areas of employment, housing, public accommodations, and state employee whistle-blower retaliation.

The Work You Will Do:
This is an independent professional position as the Regulatory Specialist I processing complaints about discrimination cases within the State of Florida. The incumbent will gather and record information accurately and thoroughly through interviews and or correspondence with parties involved in the investigation; conduct research and collect facts about any complaint assigned and must be able to write investigative reports within the statutory timeframes; testify and appear before the Commission panels and in civil court proceedings and administrative hearings regarding investigative findings and recommendations.

Your Specific Responsibilities:
- Conduct fact-finding sessions and interviews, conciliation conferences, and investigations throughout the agency’s Fair Housing enforcement jurisdiction. Enters information relevant to such activities into the Hud Enforcement Management System (HEMS). Frames and perfects advanced and complex complaints of housing after jurisdiction requirements have been met. Transfers cases and all relevant documents to the investigators for investigation.
- Researches and obtains records, information, and evidence necessary to complete and investigate assigned cases. Analyzes data collected in accordance with established statutory provisions, agency policy, legal precedents, and investigative procedures. Enters such information into HEMS. Ensures that documents received during an investigation are placed into the agency’s electronic case management system.
- Counsels and provides information to the public about alleged discrimination in the area of housing. Advises potential complainants and their representatives about the law and the agency’s jurisdiction, procedures, and rules. Perfects and amends complaints to conform to statute and rule.
- Engages and participates in education and outreach activities throughout the agency’s jurisdiction to inform the public about fair housing laws, rules, and issues.
- Testifies and appears before the Commission panel in civil court proceedings and administrative hearings regarding investigative findings and recommendations and regarding other issues pertinent to agency operations as needed.
Required Knowledge, Skills, and Abilities:
- Knowledge of basic investigative techniques.
- Knowledge of rules of evidence, court procedures, and requirements.
- Knowledge of general office procedures and practices.
- Knowledge of correct grammar usage.
- Knowledge of basic arithmetic.
- Skilled with basic computer and office equipment, including word processing, email, fax, scanners, etc.
- Skilled in using logic and reasoning.
- Skilled in utilizing techniques of active listening.
- Ability to prepare reports and correspondence.

- Ability to review data for accuracy and completeness.
- Ability to analyze information and determine its validity.

Qualifications:
Minimum:
- Four years of professional or nonprofessional experience in administrative work and/or professional regulations. An associates degree from an accredited college can substitute for two years of the required experience. A bachelor’s degree from an accredited college can substitute for the required experience.
Preferred:
- Applicants who have experience in Fair Housing or Employment Investigations.
