POSITION DESCRIPTION: The Bureau of Design and Construction is seeking a highly motivated individual with strong professional design and project management skills to join our dynamic team.


The Bureau’s primary customer is the Florida Park Service, recently recognized for the third time as the best state park system in the United States. The Bureau is charged with delivering outstanding facilities and infrastructure for all 175 state parks and state trails in accordance with the Florida Park Service mission “To provide resourced based recreation while preserving, interpreting, and restoring natural and cultural resources.”  This is an excellent opportunity for a professional, self-motivated individual to manage and direct meaningful projects throughout the state of Florida.


Duties and Responsibilities:

  • Proactive management of projects requiring architectural or engineering consulting services from design through construction phase. 
  • Effectively manage the planning and design of park infrastructure, including roadways, facilities, drainage structures, etc.
  • Development and proactive management of project scopes, schedules and budgets.
  • Development of accurate and timely project cost estimates.
  • Provide abundant communication to customers, supervisors and internal and external customers regarding project status.
  • Maintain the Bureau's building standards.
  • Selection of appropriate professional design consultants for varying project types and negotiation of design fees.
  • Effective management of design and construction contracts.
  • Efficient management of project funds.
  • Provide consultation to customers, co-workers and internal and external partners on matters pertaining to site planning, design and related development projects.
  • Coordinate and participate in obtaining of environmental construction permits and zoning requests. 
  • Establish and maintain effective working relationships with federal, state and local agencies with regard to permitting and zoning requirements.
  • Represent the Division in matters pertaining to site planning, design, and related development programs. Participate in conferences, workshops, interagency committees and similar activities relevant to the assigned areas of responsibility.
  • Effectively track and report project status, including spending plans.
  • Occasionally prepare detailed site plans and specifications.
  • Use of state vehicle for site inspections and meetings. 
  • Perform other duties as assigned.


KNOWLEDGE, SKILLS AND ABILITIES REQUIRED FOR THE POSITION: Knowledge of:  project management principles and techniques, architectural principles and techniques; construction materials and techniques; planning and monitoring techniques; the principles, techniques, materials and equipment used in building construction; architectural design.  Skill in: using CAD and drafting tools.  Ability to:  proactively manage projects; negotiate manage and interpret contracts; prepare, review and interpret building specifications; work independently; understand and apply laws, rules, regulations, policies and procedures; plan, organize and coordinate work assignments; inspect construction projects for compliance with specifications and/or building codes; develop cost estimates; communicate effectively verbally and in writing; establish and maintain effective working relationships with others; plan, organize and coordinate building construction program activities; maintain a valid driver’s license; maintain an active Florida Architect license; travel.


PREFERRED KNOWLEDGE, SKILLS AND ABILITIES FOR THE POSITION: Knowledge and experience: in successfully managing public entity, multi-million dollar design projects.
