JOB DESCRIPTION:

This position is the head supervisory position over the Instructional Support Services (ISS) section within the Bureau of Exceptional Education and Student Services. This position is responsible for the management of activities related to program development, legal compliance and technical assistance and by the bureau related to federal and state requirements for the education of students with disabilities. This includes special programs for students who are intellectually disabled; deaf or hard-of-hearing; visually impaired; dual sensory impaired; specific learning disabled; speech or language impaired; developmentally delayed, emotionally/behaviorally disabled; orthopedically or other health impaired; traumatic brain injured; hospital/homebound, and students with autism spectrum disorder.

 

DUTIES & RESPONSIBILITIES:

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:

 

  • Direct, coordinate, and administer select aspects of program development for exceptional students in complex statewide system of services provided by district school systems.
  • Plan, organize, and direct subsections and professional staff, responsible for various aspects of program development for exceptional students, including issues related to accountability, assessment, diploma options, the Florida Standards, early childhood and secondary transitions, and coordination of multi-agency services, and unique programming based on needs of specific populations of exceptional students.
  • Oversee the rule development process of selecting ESE rules assigned to the section.
  • Oversee bill analyses and reviews bill analyses completed by program specialists.
  • Represent the Bureau on designated department and interagency workgroups and councils.
  • Help coordinate bureau legislative activities (Submission of budget requests and substantive issues, monitoring of legislative activities, bill analyses, appropriations analyses, Legislature in Review, Legislative Implementation Plan; liaison with advocacy groups).
  • Coordinate and provide liaison for other bureau policy initiatives, including the development of policy recommendations.
  • Coordinate the development, implementation, and monitoring of interagency agreements in compliance with federal and state requirements.
  • Coordinates activities of assigned BEESS discretionary projects.
  • Collaborates with other bureau staff and partners as a team leader on the BEESS Strategic Plan for designated areas.
  • Review CorrFlow correspondence for bureau.
  • Represent the department and bureau in advisory, interagency and advocacy groups designated by the Chief.
  • Regularly seeks professional learning opportunities in relation to leadership, content knowledge, quality instruction, quality educational standards, evidence of student learning, quality instructional materials, English language acquisition, effective implementation of individual education plans for students with disabilities, and highly effective teachers and leaders.

 

Staff Supervision:

  • Develop plans for unit with employees and other appropriate staff.
  • Performs appraisals of employees including establishment of standards and responsibilities and meets regularly with employees to ensure accomplishment of standards.
  • Trains employees in methods of effectively and efficiently carrying out duties and responsibilities.
  • Reviews travel papers, meeting requests, forms, publications, memoranda, Corrflow and other documents for technical accuracy and compliance with policy and regulations.
  • Directs the work of employees to ensure maximum use of time and resources in accordance with established priorities.
  • Coordinates tasks with other units and sections
  • Coordinates data collection, analysis, and reporting related to assigned tasks
  • Prepares summary reports, memoranda, technical assistance documents, and other communications.
  • Represents the unit/section/bureau with other departments or agency groups, school districts and regional and national groups as assigned.

 

WHO WE’RE LOOKING FOR:

The ideal incumbent must be productive under tight timeframes, balance multiple and competing priorities, and maintain goal-directed behavior and performance sometimes under stressful conditions. The incumbent must interact courteously with others. The performance and behavior of all employees must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of unity. Attendance is an essential function.

 

MINIMUM QUALIFICATIONS:

  • Five to seven years of professional experience working with students with disabilities.
  • Ability to communicate effectively including verbal and written communication.
  • Ability to travel
  • Experience in training staff
  • Experience with public speaking
  • Ability to provide work samples of writing skills for grammar, editing and communication review.

 

PREFERRED QUALIFICATIONS:

  • Applicants with experience working with students with disabilities and an understanding of state laws and statutes regarding these students will be given preference.

 

EDUCATIONAL SUBSITITUIONS:

SB 1310: Substitution of Work Experience for Postsecondary Education Requirements.

  • A master’s degree from an accredited college or university
  • A doctoral degree from an accredited college or university

LEAVE INFORMATION:

    • Annual Leave - Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
    • Sick Leave - Employees in Senior Management Service and Selected Exempt Service positions shall be credited with 104 hours of sick leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
