Duties and Responsibilities:

This is a highly responsible, professional position in the Bureau of Communicable Disease, HIV/AIDS Section, Prevention Program.  The primary responsibilities of this position are to work in collaboration with and advise local Department of Health staff and community-based organizations (CBOs) on evidence-based, high-impact prevention interventions. Specifically, this position provides technical assistance, training, and oversight related to biomedical interventions and strategies for high-risk populations, including but not limited to PrEP and nPEP.


This position will be required to work with local contract managers to facilitate technical assistance and training to funded agencies that implement interventions.  This position will also be responsible for development and implementation of biomedical interventions, wherever possible. This position will take the lead on education and messaging surrounding biomedical interventions. This position is required to work closely with local health department field staffs and other teams within the Prevention Program. . This position is responsible for ensuring the incorporation of these interventions and strategies into county health department (CHD) and CBO programming. This position is assigned to and stationed at the Department of Health in Tallahassee and reports to the Interventions Team Lead.


Technical Assistance:

  • Provides technical assistance related to the incorporation, implementation, and evaluation of evidence-based biomedical HIV prevention interventions and strategies in health departments and community-based organizations.
  • Responsible for guidance and oversight of CHD and CBO interventions, which includes conducting site visits to observe and provide TA on the implementation of biomedical interventions for high-risk negatives.
  • Look for opportunities to incorporate PrEP and nPEP as prevention strategies for high-risk negatives.
  • Look for opportunities to incorporate HIV prevention into care and treatment services for HIV-infected persons within medical settings by coordinating with the Patient Care, Medical, and STD programs, as well as other relevant sections and programs.
  • Respond to requests from individuals, health departments, health centers and CBOs for PrEP and nPEP referrals, patient assistance, services, and educational materials.

Monitoring and Evaluation:

  • Facilitates process monitoring and evaluation (M&E) of the implementation of evidence-based interventions.
  • Reviews monthly deliverable reports to identify areas or programs in need of assistance.
  • Develops M&E objectives for PrEP and nPEP activities.
  • Follow up on, monitor and evaluate PrEP and nPEP referral and patient assistance outcomes.
  • Research new and emerging evidence-based interventions and strategies for high-risk negatives and HIV-infected populations that align with high-impact prevention.


  • Develops and conducts trainings for evidence-based biomedical interventions, wherever possible.
  • Attends relevant intervention trainings.
  • Participates in available Training-of-Trainers (TOT) and/or Training-of-Facilitators (TOF) sessions in order to facilitate and co-facilitate intervention trainings statewide.
  • Conducts regular conference calls or webinars related to specific interventions and strategies to develop inventories of best practices.

Other Responsibilities

  • Represents the prevention program on various prevention workgroups.
  • Works with contract managers on deliverables and provides group or individual technical assistance to contract managers on federal and state funded contracts.
  • Assists in the development of and reporting for the cooperative agreement application to the Centers for Disease Control and Prevention (CDC).
  • Completes other assignments as requested.
