MINIMUM REQUIREMENTS:

A bachelor’s degree from an accredited college or university and four (4) years of information technology experience, one (1) year of which must have been in computer applications design or analysis experience in the business subject area; or

A bachelor’s degree from an accredited college or university with a major course of study in computer science or management information systems or business administration and three (3) years of information technology experience, one (1) year of which must have been in computer applications design or analysis experience in the business subject area; or

A master’s degree from an accredited college or university with major course of study in computer science or management information systems, accounting, business administration (MBA) or business specific field (e.g. insurance) and two (2) years of information technology experience, one (1) of which must have been in computer applications design or analysis experience in the business subject area; or

Five (5) years of information technology experience, two (2) years of which must have been in computer applications design or analysis experience in the business subject area.

 Certification in the specific area of business or information technology will substitute for one (1) year of experience.

This position requires possession of a valid E driver license.

The incumbent of this position will be required to obtain a Project Management Institute Project Management Professional (PMP) certification within twelve (12) months of appointment.

JOB DUTIES:

This position resides in the Office of Agriculture Technology Services’ Project and Portfolio Management Office (OATS PPMO) and is responsible for providing business and technical analysis services to the offices and divisions of the department. This includes commanding an understanding of the department’s strategic and information technology goals and plans; performing background research to understand the business and technical environment of the department and each of its offices/divisions; and, providing best practice advice and service to offices/divisions on their projects.

Assist the PPMO Manager in the development, implementation, and management of the PPMO and the department Information Technology Life Cycle (ITLC); assist in the creation or update of business, technical, or project management templates; assemble good examples of each.

Produce written deliverables including, but not limited to: business process diagrams and narratives, requirements, specifications, business or technical analyses, test plans, test cases, training materials, meeting agendas, meeting minutes, presentations, project proposals/charters, timelines, status reports and procurement materials.

Facilitate and/or participate in individual, small group, and large, formal meetings. Topics may include, but are not limited to: project planning or status, procurement, business or technical analysis, requirements gathering, aspects of application design, development or testing, reporting, data management and training.

Perform related work as required, which will include, but not be limited to, adherence to the policies and procedures of the department's Information Resource Security Program (Chapter 8 of the department's Supervisory Manual) and allocate time as requested for Disaster Recovery activities.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of business and technical analysis.
  • Knowledge of project management principles and practices.
  • Knowledge of application development using Microsoft technologies including, but not limited to, SQL Server and the .NET framework.
  • Ability to collect, evaluate and analyze information to develop alternative recommendations, solve problems and produce written deliverables.
  • Ability to organize data in logical formats for presentation in reports, presentations and other written materials.
  • Ability to conduct fact-finding research; to work independently and as a member of a team; and to communicate effectively.
