The incumbent in this position serves as a Senior Management Analyst II for the Division of Blind Services and reports to the Division's Deputy Director. Responsibilities include overseeing the planning, monitoring, evaluating and reporting on statewide rehabilitative programs within the Division of Blind Services.  The incumbent will confer with internal and external individuals to determine needs and provide recommendations to management to meet those needs.  Ensures organizational policies are up-to-date, consistently written, and maintained on the intranet and internet.  Provides management with status reports of programs, services, and quality initiatives.  Reviews programmatic actions for compliance standards and reports all findings directly to the Director and the Deputy Director.   

 

This position will work in direct conjunction with the DBS Leadership Team and other appropriate stakeholders.  This includes, but is not limited to, coordinating activities of the DBS Staff, solidifying, and incorporating outcomes and responses, and presenting the final consolidated response and results to the Director and Deputy Director for approval.  This position will make recommendations and present such recommendations in a clear and concise manner to the Director and Deputy Director for approval and comment prior to completion or submission.

 

Leadership

The incumbent supervises staff responsible for dispute resolutions, internal reporting and federal reporting.  Communicates with, motivates, provides or coordinates training, and directs the work of his/her subordinates.  Utilizes effective counseling and coaching strategies in accordance with agency personnel policies and procedures to ensure acceptable job performance of subordinates.  In addition, the employee must complete performance appraisals, develop accurate work plans, and approve monthly attendance and leave for each position under his/her direct report.  The incumbent will keep the Director, Deputy Director and Personnel Administrator advised of personnel issues that may require corrective action. 

 

Strategic Planning

The incumbent will oversee, coordinate and lead strategic planning and special projects.  In consultation with internal and expternal stakeholders, the incumbent will lead to completion the DBS strategic plans and DOE strategic plan components related to the divison.  Ensures that the strategic plan goals and activities are aligned DOE, DBS, and other state and federal requirements.  Develops objectives and activities that increase the use of evidence-based best practices and the attainment of post-secondary credentials/certifications (WIOA).  Oversees collaboration to ensure strategic plan goals are captured in the unified state plan and assists with plan drafting and development.  Serves on the WIOA workgroup.  Oversees the coordination of clarifying and inputting DBS final strategies into the FDOE Strategic Portal.  Oversee the development and administration of a project plan for soliciting feedback on the DBS Strategic Plan, analyzing the results of such feedback and presenting suggested feedback to Leadership for approval.  This will include posting feedback surveys on the DBS Intranet, reviewing material for Rehabilitation Council Meetings and other public forums.  Monitors all programs and ensures the activities/tasks align with strategic goals and adhere to DBS policies, procedures, and guidelines. 

 

Quality Assurance

Oversees the coordination of and when necessary, coordinates and facilitates meetings, audit requests, pre-report action plans and corrective action plans resulting from audits conducted by the Office of the Inspector General and the Rehabilitation Services Administration.  This currently includes, but is not limited to:

 

  • RSA VR Monitoring Report
  • Statewide Federal Awards (SWFA) Annual Audit conducted by the Florida Office of the Auditor General (OAG)
  • DOE OIG – IT Audit of Social Security Reimbursement (SSR) Tracker
  • DOE OIG – Social Security Reimbursement
  • DOE OIG – District Allocation

 

 

COOP Coordination

Oversees the COOP Coordinatonfor DBS and oversees all activities relating to the COOP applicable to DBS, including:

 

  • Updating and publishing the COOP manuals on behalf of DBS and distributing final updates to DOE, Office of Emergency Management, DBS District Offices and the State Office.
  • In conjunction with the Deputy Director and Personnel Administrator, oversees the maintenance and updating of the Everbridge employee list and staying abreast of DOE’s and DBS’s emergency management procedures.
  • Oversees the maintenance of the COOP Development, Review and Maintenance Procedures.
  • Provides a COOP overview training for HR Liaisons and State Office Operations Team.

 

Reports

Oversees the construction of and submission of reports to the DOE Government Relations Office that illustrate the DBS monthly federal reports due.  Ensures report is accurate and reflects current reporting requirements.  Assist with completion of State/Federal reports as requested.   

 

Tracks and monitors expenditures in AWARE and MFMP requiring prior approval from RSA for the Deputy Director’s approval.  Coordinates with the DBS Leadership Team for future DBS expenditures in need of RSA prior approval.  Constructs draft approval for review and submission to RSA by Director or Deputy Director.  Leads to completion the Long-Range Program Plan (LRPP).  This includes overseeing the collaboration relevant for staff input, updating the plan as needed and required, providing leadership with updated data on the performance measures, and ensuring timely submission.

 

Represents DBS on the advisory committee for increasing integrated employment for individuals with disabilities (WIOA).  Works with MIS to establish, monitor and consistently improve automated work flow processes in order to automate, streamline and improve the accuracy of the reporting process.  Oversees the Survey Monkey development and administration to include survey development and renewal.  This includes maintaining a list of approved users, managing usernames and password requests, and providing FDOE templates and instructions on how to use the application.  Participates in the development of policies and procedures as a member of the policy team and ensures consistent implementation. 

 

Completes other duties as requested.
