GENERAL DESCRIPTION:

The Software Quality Assurance Manager leads a team performing complex reviews of Software Requirements Documents, Software Design Documents and Software Test Plans created by and with the Lottery Gaming Vendor(s) and the Lottery. This position conducts, documents, and reports the results of formal system software user acceptance testing for gaming, gaming support, and administrative support systems.

  

ESSENTIAL DUTIES: (Note: The omission of specific statements does not prevent management from assigning specific duties not listed herein if such duties are a logical assignment to the position.)

  • Oversight for the day-to-day functions of the areas assigned.
  • Lead and manage team of Software Quality Assurance Analysts in the formal acceptance testing of gaming system software changes and other Lottery business applications. Complete documentation of issues, accurate issues tracking, timely resolution and proper closing.
  • Participate and manage cross-functional efforts with Lottery business units and Information Resources to specify the Lottery’s requirements for new or revised gaming or business processes with the gaming vendor(s), effectively managing the Change Control Process through the use of Change Control Board.
  • Develop test plans and develop and conduct multi-week test scenarios to verify proper operation of changes to scratch-off and on-line sales, activity, validation, billing and inventory tracking processes as well as related back-office administrative systems.
  • Manage SQA staff in the proper and effective use of manual and automated testing tools.
  • Assist in researching Lottery gaming system incidents and anomalies and report findings appropriately, as instructed per established procedures.
  • Selection, training, supervising, and evaluation of SQA staff. Recommend personnel actions and assist in the administration of personnel and related policies and procedures.
  • Formulate procedures to ensure effective operation of SQA and provide guidance to SWA staff.
  • Prepare and submit Software Change Requests to provide system enhancements or correct system deficiencies.
  • Attempt to reproduce and identify the cause of system anomalies for purposes of problem resolution.
  • Assist with researching and identifying the source of software failures, monitoring progress in the development of software modifications, and verifying and conducting tests prior to the installation of Lottery Vendor(s) Software.
  • Attend meetings as necessary to understand technical planning issues related to new Lottery products or services and evaluate the ability of Lottery vendor software products to support those new requirements.
  • Assist users to define required software enhancements and communicate this information to Lottery Management, Software Developers, and Vendors as appropriate.
  • Review scratch-off and on-line game planning documents to help ensure their completeness and accuracy.
  • Troubleshoot Lottery gaming and back-office system problems and opportunities reported by Lottery users.
  • Assist in educating users on features and enhancements of Lottery vendor software products.
  • Assist in monitoring Lottery gaming vendor(s) as requested to ensure proper compliance with established procedures, performance expectations and contractual obligations.
  • Develops and coordinates plans, resources and mission as well as goals, visions and expectations of department; prepares and updates plans and priorities.
  • Maintains an awareness of the latest technology, trends, and developments in the software testing industry as they relate to the Florida Lottery’s goals and objectives.
  • Creates and maintains detailed files organized by application, documenting test cases and scenarios performed, to support an associated software release.
  • Provide analyses and status reporting of on-going software test efforts on a regular basis or as otherwise determined by your supervisor.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of principles, theories, and practices of performance management, quality management, diversity management, and conflict management.

  • Knowledge of principles, theories, and practices of organizational development, applicable laws, rules, regulations and/or policies and procedures.
  • Knowledge of best practices for Software Quality Assurance Testing with emphasis in data processing, financial accounting, online games, claims processing and prize payment, scratch tickets and website.

  • Knowledge of manual and automated testing methods and tools.
  • Knowledge of data processing principles and terminology.
  • Ability to develop and/or measure program outcomes.
  • Ability to supervise others by assigning/directing work; conducting employee evaluations, staff training and development, recommending appropriate disciplinary/corrective actions, making hiring/termination recommendations, etc.

MINIMUM QUALIFICATIONS:

A master’s degree from an accredited college or university in management information systems, computer science, business administration, or a closely related field of study and four (4) years of professional experience in performing software quality assurance testing of a complex nature, two (2) years of which must have been in a supervisory capacity. -Or-

 

A bachelor’s degree and five (5) years experience as described above. -Or-

 

An associates or higher level degree from an accredited college or university, completion of an 18 credit hour certificate or an equivalent program of study in management information systems, computer science, business administration, or a closely related field of study from an accredited community or junior college, and seven (7) year's of professional experience in performing software quality assurance testing of a complex nature, two (2) year's of which must have been in a supervisory capacity.
