POSITION DESCRIPTION:  Facilitate and coordinate quality assurance reviews (QAR) with the District Office and the required parties.  Lead the QAR team to perform field visits and office visits, identify issues, facilitate communication and resolutions, and ensure development, organization, and distribution of the necessary reports of findings, to Department staff.  Facilitate training, guidance and support of Department data collection methods and procedures to Districts and other offices as necessary.  Provide section manager with periodic reports identifying progress toward resolution of issues identified in QARs.  Supervise support staff implementing quality assurance and quality control methods of transportation data. 

 

Facilitate and coordinate the preparation of semiannual district quality evaluation (DQE) reports in accordance with Department Quality Management policy and supporting procedures.  Identify issues, facilitate communication and resolutions, and ensure development, organization, and distribution of the necessary reports of findings, to Department staff.  Provide section manager with periodic reports identifying progress toward resolution of issues identified in DQEs.

 

Coordinate and maintain the quality assurance monitoring plan annually. Coordinate review with CIM and TDA section managers and other required parties through periodic assessments of business section operations to maintain data governance and data management needs of data accuracy and consistency to meet federal and state reporting requirements and deadlines.  Facilitate and coordinate revisions of the plan with Transportation Data and Analytics Office (TDA), District and Central offices and disseminate to Department staff through electronic and paper methods.

    

Perform periodic review of TDA data, policies, procedures, training, and business processes to support the data governance of data management of transportation data to meet a high confidence of data reporting requirements.  Perform data analysis on tabular, derived, and GIS data for accuracy and consistency.  Support the periodic review of handbooks, policies, procedures, training, and processes.  Analyze Department business data products to identify efficiencies, improvements, and develop consistencies.  Provide section manager with periodic updates of findings.

 

Assist the districts in the development of their district quality control (QC) plan.  Review the final QC plans and provide a summary evaluation to TDA management.  Provide on-going technical assistance to the districts for QC plan maintenance, and assist the districts with identifying and mapping their core processes.

 

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of mathematics or statistical principles; Knowledge of data governance and data management; Knowledge of standard operating procedures and quality management procedures; Knowledge of transportation data related to transportation engineering and transportation planning principles; Knowledge of data collection programs including traffic data, roadway data, surveys, field collection, and Global Positioning System (GPS) data collection methods and techniques; Knowledge of remote sensing data collection methods and techniques; Knowledge of federal and state statutes and rules for Highway Performance Monitoring System; Knowledge of functional classification and roadway jurisdiction; Knowledge of multimodal transportation data related to passenger and freight movement.  Skill in performing quality assurance and quality control of data and information; Skill in performing research activities involving understanding business data processing, data collection. methodologies, and analyzing information and data sources; Skill to understand and communicate department policies, objectives, and analyses; Skill in communication of ideas between diverse groups; Skill in providing training, support, and guidance to others; Skill in GPS or field data collection; Skill in analyzing geospatial data, construction plans, imagery, maps, and straight-line diagrams of the roadway in relation to the existence of the roadway; Skill in using GIS applications and tools; Skill in organizing and managing data and information in a logical and efficient manner; Skill in using Microsoft Office applications including Excel, PowerPoint, and Word; Skill in preparation and presentation of concise, understandable, and accurate reports and presentations. Ability to perform the job with an analytical, logical thought process and provide meticulous attention to detail to work performed; Ability to interpret varying perspectives and locations of the roadway extents and features through imagery, data, and field analysis; Ability to work with others in a team environment; Ability to facilitate and coordinate meetings with groups of people; Ability to develop strong working relationships; Ability to maintain deadlines, schedules, prioritize tasks, and multitask; Ability to identify problems and provide solutions; Ability to communicate information through verbal, written, and digital means to customers, supervisors, coworkers, and consultants.     

 

MINIMUM QUALIFICATIONS A bachelor's degree from an accredited college or university with a major in engineering, mathematics, surveying, or geographical information systems with two years of experience performing quality management in the related fields.  A master's degree from an accredited college or university in engineering, mathematics, surveying, or geographical information systems can substitute for one year of the required experience.  Professional or nonprofessional experience in engineering, mathematics, surveying, or geographical information systems as described above can substitute on a year-for-year basis for the required college education.

 

Overnight travel is required to perform FDOT District site visits.
