Your Specific Responsibilities:

This position participates in planning, programming, and implementing system development projects for the Department’s Division of Medical Quality Assurance (MQA).

  • Participate fully in the project development process, contributing to the development enhancement and maintenance of systems. Assist technical staff in system and application planning, analysis, and design. Consults with supervisors and administrators on service and enhancement requests to identify needed resources and problem solutions. Recommends priorities for systems development.
  • Participates in and assists with the construction of automated MQA systems development and maintenance of web applications using Visual Studio for coding and code management. Complete development work with Agile Scrum methodology. Develop .NET applications using C#, MVC, Net Core and JavaScript such as jQuery, Ajax. Ensures quality of the product; follows the ISDM and industry best practice. Develop Web-Api services, write database query using Entity Framework including stored procedures in SQL server. Ensure the completed product has good performance, no security issue, can be maintained easily and is ADA compliance. Perform testing of the application being developed, ensure the product meets requirements. Use Git repository for code management and use Azure DevOps for build and release. Provide maintenance on existing .NET applications.
  • Works as a member of the project team and clearly articulate verbally and in writing communications with the business needs and the proposed approach to complete assignments, including generating documentation. Analyze, recommend, coordinate, implement and monitor new/revised technical and non-technical business solutions.
  • Ensures the system documentation is accurate and complete. Write unit test and function test. Prepare test plans and participate in user acceptance testing activities. Write documentation throughout the software development life cycle (SDLC).
  • Use Rational Tools and Cherwell system to track issues and enhancements reported from the customer. Provide research, analysis, testing, documentation, and training for the business unit.
  • Participates in providing customer assistance on issues related to computer use, applications, systems, and system utilization.
  • Other duties as assigned.

 

Required Knowledge, Skills, and Abilities:

Proficient computer skills to include Word, Excel, PowerPoint and Outlook; knowledge of monitoring processes and/or working with ticketing software; knowledge of computer data bases; knowledge of laws, legal codes, court procedures and government rules & regulations; knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar; understanding written sentences and paragraphs in work related documents; communicating effectively with others verbally and in writing; talking to others to effectively convey information; ability to establish and maintain effective working relationships with others; listening to what other people are saying and asking questions as appropriate; conduct fact-finding research; knowledge of the methods of data collection and analysis; organize data into logical format for presentation in reports, documents and other written materials; knowing how to find information and identifying essential information; finding ways to structure or classify multiple pieces of information; ability to plan, organize and prioritize work assignments; ability to work independently; ability to maintain a high degree of accuracy and close attention to detail; knowledge of the principals, practices and techniques of computer programming and analysis; knowledge of computer programming languages; ability to write, code, test and debug computer programs; ability to communicate technical data processing information effectively.

 

Preferred Qualifications:

  • A bachelor's degree from an accredited college or university and one (1) year of experience in computer systems analysis, computer programming, or in planning or designing distributed computer systems; OR
  • A bachelor's degree from an accredited college or university with major course of study in one of the computer sciences or in management information systems; AND
  • Two (2) years of experience as described above and either one (1) completion of a 720-classroom hour program of study from a vocational/technical school OR accredited community college in an area of data
  • processing (excluding data entry), or two (2) 60 semester or 90 quarter hours of college course work from an accredited institution which includes four courses in computer science or management information systems.
  • All applicants must have at least four (4) years of experience with .Net Framewok.
  • All applicants must have at least four (4) years in HTML, JavaScript, Ajax, jQuery, Bootstrap and CSS.
  • All applicants must have at least four (4) years of experience developing applications using Visual Studio C#/.Net (MVC, .Net Core).
  • All applicants must have at least two (2) years of experience working within an agile (Scrum) team.
  • All applicants must have at least four (4) years of experience writing SQL queries and stored procedures.
  • Must have a valid driver's license, satisfactorily complete a background investigation, fingerprinting, and participation in direct deposit are requirements for employment.
