DUTIES AND RESPONSIBILITIES:

This position (Applications Development & Support Manager) leads the Applications Development & Support Team providing supervision, mentorship and advanced level subject matter expertise regarding the analysis, evaluation, development, management, and support of the applications internal to the Department or procured by a third-party vendor. The duties and responsibilities of this position encompass advanced-level analysis, evaluation, development, management, and support of applications, analysis and evaluation of business needs, and providing consultation and subject matter expertise regarding available and/or emerging technology solutions.  At a high-level, the Department manages programs funded at the federal and state level to include but are not limited to: the Older Americans Act, Statewide Medicaid Managed Care, State General Revenue, and other programs funded by the Florida Legislature.

Other duties of this position include but are not limited to the following:

Evaluates application(s) and data processing projects proposals and assesses project feasibility;

Meets with department heads, managers, supervisors, vendors, and others to resolve problems;

Analyzes internal processes and plans to gacilitate the implementation of process changes to improve operations.

Review daily operations within the Applications Development & Support Team and coordinates project activities and priorities with the Chief Information Officer, Data Sciences Manager, Help Desk Manager, and Enterprises Systems Support Team as needed;

Assist in developing, planning, organizing, and administering policies and procedures for the Department to ensure strategic applications(s) development/procurement and data processing objectives are met.

Develops performance standards and evaluates work in accordance with established standards;

Coordinates and supervises activities of the Applications Development & Support Team to ensure continuing operations, maximize returnes on investments, and increase productivity;

Makes staffing decisions and recommends approved training opportunities for subordinates;

Evaluates findings of investigations, surveys, and studies to recommend policies and techniques, and recommend or determine improvements in business services;

Participates in continuing education activities to maintain and expand knowledge and promote business and expand e-related services, and provide technical assistance in conducting conferences, seminars, and workshops;

Participate in the programming, testing, and documentation of applications;

Conduct code reviews, troubleshoot application(s) failure(s) and implement solution(s); and

Other duties as assigned.

 

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

Knowledge of SQL (Microsoft and Oracle) and similar languages;

Ability to deconstruct, write and execute SQL scripts;

Ability to organize complex data into business-centric and user-friendly formats for presentations and written materials;

Ability to identify and develop recommendations for improving programs and services;

Ability to establish and maintain effective working relationships with others;

Ability to solicit and accept feedback and critique;

Ability to participate in knowledge sharing;

Ability to work both independently and collaborate on shared projects with others; and

Proficient in Microsoft Office software.

 

REQUIREMENTS:

At least five years of professional experience in applications development and support.  At least three of the five years must be in a supervisory capacity.

A bachelor’s degree from a college or university is required - degree focus: Computer Sciences, Management Information Systems, Information Technology, Systems Engineering, or similar area(s);

 

SPECIAL NOTES:

Preference will be given to the Department of Elder Affairs employees.
